By Brady Budke

From tip-off to the end, the Lindsey Wilson women's basketball team outmatched Brescia (KY) at Biggers Sports Center en route to a 99-56 victory on Tuesday evening. The win improves the Blue Raiders to 2-0, while the Bearcats drop to 0-3.

Plan to celebrate Thanksgiving safely

Families should wear face coverings and avoid crowded indoor gatherings, events, and stores.

By Crystal Staley/Sebastian Kitchen

Frankfort, KY - Today, Gov. Andy Beshear encouraged Kentucky families to be safe this Thanksgiving, especially in light of the newest federal report for the commonwealth that emphasizes the risks of gathering with people from other households. He also encouraged Kentuckians to keep getting tested for COVID-19 and announced that the state ranks sixth in the country for daily COVID-19 tests per million residents, according to Kaiser Health News.

"Thanksgiving is one of my favorite times during the year. It is a special time for my family which is normally spent with a lot of extended family," said Gov. Beshear. "But this year those larger gatherings can be very dangerous. We are seeing COVID-19 spread and the resulting loss happening more at family and social gatherings than anywhere else right now. This, right now, is the most dangerous time we've had with this virus."

Canadians celebrate Thanksgiving earlier in the fall (the second Monday of October) and both provincial and federal officials have pointed to the holiday as one cause for a recent spike in COVID-19 cases across their country.

"As you make your plans for the holidays, I urge you, please - 2020 has been a mess for all of us - but we've got to hang in there just a little bit longer," said Dr. Steven Stack, commissioner of the Kentucky Department for Public Health (KDPH). "We are very optimistic in the first signs for the first vaccine to report information from its major trial. It suggests that our scientists have been able to figure out ways to get us back to life more like we used to know it, but we have to stay the course this Thanksgiving."

Community leaders, schools, businesses and families in red zone counties should continue to follow reduction recommendations (school-specific recommendations). Kentuckians should also follow KDPH's Thanksgiving guidance, which includes:

Gov. Beshear Applauds Humana for hiring veterans, spouses

By Crystal Staley/Sebastian Kitchen

Frankfort, KY - Ahead of Veterans Day, Gov. Andy Beshear joined Kentucky Department of Veterans Affairs (KDVA) Commissioner Lt. Col. (Retired) Keith Jackson and Humana executives virtually to announce that over the next four years, the health care company is committed to hiring 600 veterans and 150 military spouses in Kentucky.

The Governor said Humana's commitment to hire veterans and military spouses by the end of 2024 is a welcome addition to state's goal of being the most military and veteran friendly state in America.

"Thank you to every veteran for your commitment and sacrifice to our great country and commonwealth," Gov. Beshear said. "Each of you, as well as your spouse and family members, are invaluable members of Team Kentucky and through commitments like those announced today by Humana we are continuing to build that brighter, better Kentucky for our military personnel and community."

General Fund and Road Fund receipts for October 2020

General Fund receipts rose 3.0 percent, Year-to-Date up 5.1 Percent
Road Fund receipts fell 0.4 percent, Year-to-Date up 1.9 Percent

By John Hicks/Greg Harkenrider

Frankfort, KY - State Budget Director John Hicks reported today that October's General Fund receipts rose 3.0 percent, or $27.7 million, over last year's total. Almost half of the increase was due to early payments of tangible property tax. Revenues for the month were $948.4 million compared to $920.7 million collected in October 2020. Receipts have increased 5.1 percent for the first four months of the fiscal year, and can decline 1.9 percent over the final eight months of FY21 to achieve the official revenue estimate of $11,603.1 million.

Road Fund receipts for October totaled $131.7 million, a 0.4 percent decline from October 2019 levels. Year-to-date Road Fund receipts have grown 1.4 percent. Based on year-to-date collections, Road Fund receipts must increase 4.7 percent to meet the official FY21 revenue estimate of $1,543.4 million.

Hicks noted that the General Fund gains were largely concentrated in the major taxes and those increases offset declines among the smaller accounts. "Sales and income taxes continued to exceed expectations over the first four months of the fiscal year. Early in the fiscal year, sales taxes and income withholding dominate the share of aggregate collections, making up roughly 77 percent of total General Fund. Sales taxes have grown 6.8 percent and withholding has risen 5.0 percent from July through October. Excluding the impact of unemployment insurance benefits, withholding has grown 2.1 percent.

However, while General Fund collections have grown by an aggregate rate of 5.0 percent this year, the rate of growth has declined each month. General Fund growth was 7.0 percent in July, 5.9 percent in August, 4.9 percent in September, and 3.0 percent in October (1.6 percent excluding the advanced receipt of telecommunications property taxes). This four-month time period coincides with the expiration of federal fiscal stimulus to states, and more recently a surge in coronavirus cases.

In anticipation of the enactment of a new budget, the Consensus Forecasting Group will convene in early December to officially revise the revenue estimates for FY21 and FY22."

Coalition will defend ACA in U.S. Supreme Court today

By Crystal Staley/Sebastian Kitchen

Frankfort, KY - Gov. Andy Beshear is among the leaders in a coalition of 20 states that are defending the Affordable Care Act (ACA) ahead of a Tuesday U.S. Supreme Court hearing that could decide the fate of coverage for those with preexisting medical conditions, Medicaid expansion and other key pieces of our health care system.

The Supreme Court will hear oral arguments remotely in the health care repeal case, California v. Texas at 10amET Tuesday, Nov. 10.

Gov. Beshear is fighting to protect health care, including maintaining coverage for nearly 1.8 million Kentuckians with preexisting medical conditions, like cancer and pregnancy, as well as chronic health conditions, like heart disease, asthma and diabetes.

"I believe health care is a basic human right and want to ensure every Kentuckian has access to quality, affordable care," Gov. Beshear said. "Eliminating coverage and protections at the height of this pandemic, which has hospitalized almost 8,000 Kentuckians, could be devastating for these families and our health care system. We have to ensure the more than 100,000 Kentuckians who have contracted COVID and all Kentuckians receive the care they deserve and are not a diagnosis away from financial ruin."

Letter: Is the old Toll Gate House still standing?

Larry Mansfield writes:
On 07-26-2013 you published a photo by Larry Smith of a sign at the Toll Gate House at 327 Tebbs Bend Road, Campbellsville. I'm wondering if you know if the toll gate and house is still standing? I have ancestors and relatives who were supposed to have operated the toll gate in the 1800's. If it's still there I'd like to visit the site. Thank you.
Comments re: Scenic Taylor Co., KY: Toll Gate House at Green River

Larry, thanks for writing. Billy Joe Fudge tells us that the house is still standing. Suzanne Ince lives in it and serves as a keeper of sorts for it and the Toll House entrance to the Tebbs Bend Nature and Recreation Area Trail System.

Larry Smith has added another historical photo, and adds that "The Toll Gate and Toll House was the main road to Columbia in the old days and, because it ran through people's property, they charged a fee to help maintain the road and bridges. There were at least 3 tolls between Campbellsville and Columbia."

We have one more photo in our archives of the 2009 restoration: Old Columbia Turnpike Toll Gate

LCDHD: Two deaths in Adair Monday and 19 new cases

By Amy Tomlinson
Lake Cumberland District Health Department

Statewide Testing Positivity Rate: 7.49%.

We still have nine of our district's ten counties in the "red-critical" range of community-spread: Adair, Casey, Clinton, Cumberland, Green, Pulaski, Russell, Taylor, and Wayne. This leaves only McCreary in the "orange-accelerated" range.

Despite the high numbers we can officially report, due to the surge of new cases the high numbers of contacts associated with each, we have MANY, MANY cases not reported as their investigations have not been finalized. We have every employee working on COVID-19 and are hiring staff as quickly as we can, be we cannot keep pace with this volume of cases.

Therefore, we implore, please, please, let's all do our part in slowing the spread of COVID-19 by wearing our face coverings, avoiding crowds (especially in confined spaces), social distancing when around others, increasing our hand hygiene, increasing our general sanitation, and by avoiding the touching of our faces.
