Resolution asks Congress to remove hemp from definition of marijuana

Story courtesy lrc.ky.gov

Frankfort, KY - Legislation asking Congress to remove hemp from the definition of marijuana in the federal Controlled Substances Act has cleared a House committee this week. As a concurrent resolution, HCR 35 would not become state law if passed by both the House and Senate. It would instead be a message forwarded to both Congress and the White House.

House Concurrent Resolution 35 sponsor Rep. DJ Johnson, R-Owensboro, told the House Elections, Constitutional Amendments and Intergovernmental Affairs Committee that hemp has proven economically viable since a hemp research pilot project began here in 2014. Hemp production increased from 33 acres in 2014 to 3,200 acres in 2017, according to HCR 35, with nearly 50 hemp processors now operating in the state.

KY Afield Outdoors: New Fishing Regulations for 2018

New rule on maximum size of catfish aimed at building trophy in Barren River Lake
Photo accompanies full article

By Lee McClellan

Frankfort, KY - A reduction in the statewide daily creel limit from 30 fish to 20 fish for crappie highlights the new fishing regulations for 2018. The regulations go into effect March 1.

"Anglers requested this regulation," said Ron Brooks, director of Fisheries for the Kentucky Department of Fish and Wildlife Resources. "The amount of hours spent crappie fishing and the fishing pressure on crappie are increasing across the state. Crappie are popular to eat. Crappie anglers recognized the increase in fishing pressure and requested this regulation to protect the resource."

Concerns about fishing pressure on brown trout also prompted a reduction in the statewide daily creel limit and an increase in the minimum size limit for the coming fishing license year. Previously, the statewide daily creel limit on brown trout was three fish with a 12-inch minimum size limit. Beginning March 1, the statewide daily creel limit on brown trout will be one fish with a 16-inch minimum size limit.

Green River Reflections: Part II, Through the Looking Glass

This is the second in a planned monthly series of articles by Dr Richard "Richie" Kessler of Campbellsville University. Richie is a Green County native, and is related to the Kesslers of the Portland area of Adair County. The first article in the series is Green River Reflections: Green River - Our Sense of Place

By Richard K. Kessler
Forever Green, Inc. and Campbellsville University

An unfortunate consequence of unsustainable land use has often been erosion and excessive sediment deposition into the Green River. This result is often recognized today as old timers reflect on the disappearance of deep pools in the Green and its tributaries. Sediments that have deposited in some of the pools of these aquatic arteries are akin to cholesterol building in one's circulatory system. This excess sediment alters habitat and degrades the river for humans and wildlife alike.

The River has not only transported sediment but has also long served as a source of transportation for people and goods whether agricultural products downstream or steamboats up the Green bringing visitors to famous Mammoth Cave via a series of locks and dams. Historical records indicate that in 1821 one warehouse alone shipped over 500 hogsheads of tobacco down the Green on flat bottom boats! Flat bottom cable ferries were a common site all along the river providing what must have at times seemed like a harrowing passage to the other side. Operators would charge a small fee or accepted barter in exchange for this valuable service.

Poetry by Robert Stones: Treasures wait, a sonnet

Treasures wait: a sonnet for the birthday of Clara Elizabeth Ellis (1932-2015)
by Robert Stone
We must take care to not forget the past
for memories repeated slowly fade
while tales not often told tend not to last
and no new history is ever made.

Some story of a night from years ago,
unknown to family, is known to friend
because once singer on the radio
described the overnight she did not spend.

Another may find card or letter lost
until a thorough kind of cleaning up,
reporting some adventure and its cost
or mentioning a loved but common cup.

Hold on to expectation treasures wait
somewhere to be revealed at later date.

Senate committee: status quo on KY alcohol-licensing

Story courtesy lrc.ky.gov

Frankfort, KY - A Senate committee passed a measure on Tuesday to preserve the status quo in determining how many liquor licenses are issued in individual cities and counties.

Senate Bill 110 would codify in law rules that limit the number of licenses available for retail package liquor stores and by-the-drink sales of liquor. The number of licenses is limited based on the population of a given community. That number is generally capped at one license per 2,300 people for package stores and one license per 2,500 people for drink sales.

Senate President Pro Tem Jimmy Higdon, R-Lebanon, said regulators shouldn't completely scrap the decades-old caps just because they need to be modernized.

KY House committee OK's Barber and Hairdresser fee bill

Frankfort, KY - Licensing and renewal fees for barbers, cosmetologists and related trades would be set by regulation, not by law, under a bill that has passed a House committee.

Rep. Robby Mills, R-Henderson, sponsor of House Bill 260, said provisions removing existing fees from state law and allowing state boards to set their fees by administrative regulation is one of two substantive changes proposed by the bill. The other would allow board inspectors on the premises of shops and salons to review paperwork related to board-licensed activities.

Not long ago, I saw one of my high school friends and her mother. During my teenage years, I spent more than a few hours at her house, along with all our other girlfriends. Bonnie Hope (Froggett) lived in the Summer Shade area, which seemed far away from my home in Edmonton. After school, we rode the bus to her house for sleepovers and spent our time giggling and talking about boys. Her parents, Edalene and Gladwell, were more than patient. Any time I see Edalene Hope, I know that if we went back to her kitchen, we would still giggle and talk about old times.
