Jon Halsey comments on duties of the sheriff

By Jon Halsey, Personal commentary

Although the word "sheriff" does not appear in the Constitution, the Sheriff is the highest Constitutionally elected Law Enforcement official in the land.

The Sheriff takes an oath to uphold the State Constitution and therefore he/she is the only safeguard between the citizens and unwarranted intrusion by the Federal Government. In modern times this duty has been eroded and nearly forgotten. Currently seven States are working to insure that the Constitutional concept of State Sovereignty is upheld by requiring all Federal Officials co-ordinate any arrests within the State with the local Sheriff of the jurisdiction involved.

Hand Turn Signals reminds writer of 'Hang a Left'

By Joyce M. Curry

Ralph's article in Just For A Smile News reminded me of an incident several years ago.

A friend who had lived in a city for most of her life called and asked for directions to a place out in the country. After I gave her road names, right and left turns, landmarks, etc., I told her that at a certain spot she could "hang a left" and the place she was looking for was just down the road.

She asked me to repeat that and since I thought she was writing down the directions, I went through the entire route explanation again. She then asked, "What is 'hang a left?' "

JDGee: The showy, snowy white iris. A Russell County love story

Treasured snowy, showy white iris, now as background story of a great Russell County love story.

A few days ago I posted elsewhere photos of our iris, including a showy, snowy white. With that one, I added hat tip to my lifelong Russell County friend who gifted to us a start of it several years ago. In response to the hat tip, she sent (via private message) a narrative which speaks to the heart about the love her father, a well-known and much-loved physician, had for her mother.

My friend's comments are included here with her permission:

Election Day 2018 Civics Lesson: Alcohol sales not prohibited

State law does not prohibit alcoholic beverage sales on election day. It's a matter of local option, and neither The City of Columbia nor Adair County Fiscal Court's ordinances prohibit sales on election day.

By Shannon Sexton

I've received several calls and texts about alcohol sales on Election Day. Could you please post a quick reminder...

Per the Kentucky Dept. of Alcoholic Beverage Control, in 2013 the law changed to allow alcohol sales during the hours that the polls are open on primary, or regular, local option or special election day (KRS 244.290). However, the statute further stipulates that local governments may prohibit such sales. Adair Co. and City of Columbia do not prohibit sales on Election Day, per their respective ordinances.

Thank you,
Shannon Sexton, Adair County ABC Deputy Administrator

Tick season underway across Kentucky

While incidences of tick-borne disease in Kentucky remain low, outdoor enthusiasts can never be too prepared for a potential encounter with ticks, especially at this time of the year. "Spring and early summer are peak times for tick bites, which coincide with people venturing outdoors in the warmer weather, it's important that people take preventive measures against tick bites and also look out for ticks after visiting affected areas. We encourage everyone to remember these four steps of protect, check, remove and watch to protect themselves and others from tick bites." - JEFFREY D. HOWARD, JR. Department for Public Health commissioner

FRANKFORT, KY, (Mon 21 May 2018) With spring now in full swing, Kentuckians are taking advantage of the warmer weather and spending more time outside.

But it's also the time when tick activity increases across the state.

The Kentucky Department of Fish and Wildlife Resources and the Kentucky Department for Public Health are reminding people in a news release to take precautions against tick bites, which can transmit serious and potentially deadly illnesses.

Election 2018/Civics lesson: Sheriffs are peace officers

JDGee writers: KY Statutes name four elected peace officers In answer to Election 2018 Primary: Question on duties of sheriff?, JDGee finds that Sheriffs, Coroners, Jailers, and Constables are peace officers and all have arrest powers
Click on headline for complete answer

By JDGee

Three brief excerpts from Duties of Elected County Officials, Information Bulletin # 117, revised November 2017, Legislative Research Commission (LRS), Kentucky, pp 91-92. The entire section runs several pages, including a lengthy "must perform" list incumbent upon all peace officers -- including sheriffs and their deputies -- in the state. It's fully referenced to the enabling pieces of legislation (KRS). lrc.ky.gov/lrcpubs/IB114.pdf

"Sheriffs and three other types of elected county officials--coroners, jailers, and constables--are peace officers who possess law enforcement powers (KRS 446.010). These powers include a broad grant of authority to make arrests. Under KRS 431.005, any peace officer may make an arrest...

"In addition to the instances [of arrest] cited above, certain peace officers, including sheriffs and full-time paid deputy sheriffs, may make warrantless arrests in some narrowly defined cases of domestic abuse, to include individuals dating, not only spouses and partners (KRS 431.005).

"The law specifically authorizes sheriffs and constables to carry concealed deadly weapons when necessary for their protection in discharging their duties (KRS 527.020)."

Election 2018: Sheriff's office/sheriff's department difference

Related: Election 2018/Primary - Civics lesson- Why it's Sheriff''s 'Office'

By Dallas Luttrell

The reason the Sheriff's Office is called office and not a department is because it is an elected position.

A police department is a branch or department of a government entity much like the shoe department or the womens department of a "department" store.
