A police department is a branch or department of a government entity much like the shoe department or the womens department of a "department" store. A police department is subject to a board, mayor or other authority. It is a department of a bigger body such as city, county or state. The Sheriff' Office on the other hand is a stand alone "Office", elected by the people for the people and answers to the people not another body.
