Bevin seeks judgment against AG's suit over legislative authority

Opinions below are those of the writer and the Bevin Administration

By Nicole Burton
From Gov. Bevin's Communication Office

Frankfort, KY - Gov. Matt Bevin today filed a petition in Franklin Circuit Court against Attorney General Andy Beshear seeking a declaratory judgment on behalf of the Commonwealth to confirm that it was constitutional for Speaker Pro Tempore David Osborne to sign every bill passed during the 2018 legislative session.

The complaint follows a legal claim made by Beshear in a public filing alleging that the new pension reform law (Senate Bill 151) is unconstitutional because it was signed by the Speaker Pro Tempore, who Beshear argued is not the presiding officer of the House of Representatives according to Section 56 of the Kentucky Constitution.

If Beshear's argument were to prevail, then more than 200 bills and resolutions passed this session and signed by Speaker Pro Tempore Osborne would be invalidated. This would block the legislative, judicial, and executive branch budgets, as well as measures making vital reforms to Kentucky's foster care and adoption systems (House Bill 1), providing medical care and substance abuse treatment to pregnant inmates (Senate Bill 133), and increasing line-of-duty death benefits for first responders (House Bill 185).

The Kentucky Artisan Center is announcing a new exhibit to celebrate the Center's 15th Anniversary in 2018. This exhibit recognizes 39 artists from all across the state who over the years have shared their talents by giving demonstrations at the Center and bringing the creative process to life for visitors.

Among them is glass artist Steve Scherer, of Edmonton. He is a popular demonstrating artist who uses his gas torch to create intricate animals, figures and birds from glass. During his demonstration, Scherer often shows artisan center staff how to work the glass, as they make small animals under his supervision. The exciting process of flame and glass mesmerizes visitors. His figurative piece in the exhibit titled "Grace" was created with borosilicate glass and fumed with gold.

The exhibit, which runs from April 7 to August 31, brings together new works, biographies, photos and videos of these artists from over the years.
