Farmers eligible for Small Business Loans to retain employees

Kentucky Farms And Other Small Businesses Can Begin Applying on Friday, April 3.

By Sean Southard

Frankfort, KY - Amid the COVID-19 pandemic, Kentucky farmers are now eligible to benefit from a new program through the U.S. Small Business Administration (SBA). Until passage of the Coronavirus Aid, Relief, Economic Security (CARES) Act, farmers were excluded from SBA's emergency loan programs.

"Since taking office four years ago, I have always advocated for federal agencies and the public to see our 75,000 farm families as what they are: small businesses with employees," said Kentucky Agriculture Commissioner Dr. Ryan Quarles. "I'm happy to report that the Small Business Administration recognized that fact during this unfortunate time, particularly for farmers that employ a number of workers. I would like to thank Senate Majority Leader Mitch McConnell for negotiating the CARES Act and President Donald J. Trump for signing it."

The Paycheck Protection Program (PPP), part of the CARES Act, is designed to help small businesses with 500 or fewer employees (U.S. citizens only) to retain and pay their workers during this difficult period.

PPP provides federally guaranteed loans of up to $10 million to pay up to eight weeks of payroll costs, including benefits, as well other business expenses such as rent, mortgage interest, and utilities. The loans may be forgiven if borrowers maintain their payrolls during the crisis or restore their payrolls afterward.

Timely Lab Project: Why you should wash your hands

By Debra Waddell

Toward the end of flu season I saw where a teacher had students touch bread with different scenarios to show them the importance of washing hands. So we tried it in our class at Adair County Middle School.

In the attached photos, you can see what we did and the results: no hand washing, hand washing, after hand sanitizer, and also chrome books, calculators, etc.

I came to school today and this is what I saw. It's kind of timely given the Coronavirus and washing hands. I have included the control bread, which no one touched. It has no mold.

Beshear talking with superintendents today

By Olivia Krauth and Mandy McLaren, Louisville Courier Journal

Gov. Andy Beshear has scheduled a conference call with Kentucky school superintendents Thursday afternoon as he weighs potentially longer school closures. After initially recommending public schools close for at least two weeks starting in mid-March, Beshear later extended the closures until April 20.

It is unclear whether Beshear will recommend closing schools until May or keeping classrooms shuttered until the start of the next school year. Earlier this week, Beshear said it was in the "realm of possibility" that students would not return to in-person classes until next school year.

Kentucky Local Food Partners to host virtual CSA Fair

By Sean Southard

Frankfort, KY - The Kentucky Department of Agriculture's (KDA) Kentucky Proud brand is partnering with Bluegrass Farm To Table, the Organic Association of Kentucky, and the Kentucky Horticulture Council to host the first-of-its-kind "Kentucky Virtual Community Supported Agriculture (CSA) Fair" from April 16-30, 2020, Agriculture Commissioner Dr. Ryan Quarles announced today.

"The KDA and local food partners are teaming up to support Kentucky families who have lost access to markets due to restaurant and business closures during the COVID-19 pandemic," Commissioner Quarles said. "One way we are doing that is to encourage Kentuckians to sign up for CSA delivery or pick-up of Kentucky produce, proteins, and more. I would like to thank all of our partners for hosting this virtual CSA sign-up fair so that Kentuckians can continue accessing fresh farm products."

Community supported agriculture is a way for consumers to subscribe to local farms and farmers on a weekly, biweekly or monthly basis. CSAs offer a variety of delivery and pickup options. In a time when consumers are advised to practice social distancing, a CSA share is an additional option for them to locate local produce, proteins, and other products.

There is no need to mention any names.

You can mention male or female and approximate age and whether they had any underlying health issues and most importantly where they've been and the places they've been in contact with for the past 2 weeks.

Songwriter back home among friends in Wayne County

Howard Perdew and his wife Carol lost their Monticello retail business but turned adversity into a blessing. They focused on developing his God given gift of song writing and moved to Nashville to pursue it. He shared their journey and details of top songs in a visit with Mary Ellis whose name you'll recognize from her inspirational sunrise pictures. She was thinking of this story when Joe Diffie died in March because he was one of the stars who recorded a Howard Perdew song. She shares the story below.

By Mary Ellis, Monticello, KY

First published June 2019 in The Wayne County Outlook

Howard and Carol have been back down at his old home place, on the family farm for about three years now. He says it feels like they've just sort of taken a breather, but he has managed to get a new roof on the house. It actually sounded to me like the house got a major "face lift" as Howard continued telling about painting the house, scraping the windows and getting new gutters. He laughed a little and said he did a little fix up on the outside, but "on the inside" referred to it, as kind of like living or camping out in a storage building.

Howard said he was very fortunate, that he was able to buy forty seven acres of the original farm his Dad owned and he always felt that's where him and Carol would retire. He said the place needs a lot of work because his eighty six year old mother lived there til she passed and not a lot of work was done. He said little by little, they're getting it fixed back up.

General Assembly approves one-year state budget

By Robert Weber, LRC

Frankfort, KY - The Kentucky General Assembly wrapped up its final day before the start of a veto recess by passing a one-year Executive Branch budget.

Lawmakers admitted that the $11.3 billion general fund spending plan -- approved today on a final 80-10 vote in the House after being approved earlier on a 34-0 vote in the Senate -- is not what they expected earlier this session when a two-year budget with increases for education and state employee and teacher raises had been proposed.

More early Adair County and Columbia history

By Mike Watson

The "stray pound" was erected in Columbia in 1802 to hold stray cattle and horses. The first keeper of the stray pound, John Beard, Senior, was appointed in October 1802.

The first Trustees for the Town of Columbia were William Casey, William McNeely, Robert Hill, Hugh Beard and Andrew Ewing. In October 1802 they were given the responsibility of laying out the streets and alleys for the new town and "exposing" for sale the building lots. In January 1804 three additional Trustees were added: William Hurt, John Field and William Caldwell.

The first Adair County Justice of the Peace to resign his office was John Stapp, who resigned in December 1802. Obediah Green and John Wolford were recommended to the Governor by the remaining Justices as each being suitable to replace the resigning Stapp.
