Letter: Why are water bills outsourced

Ann Pearson writes:
I called to ask about my water bill and was told that the city does not send them. They have hired an outside biller to do that so I'd need to call them. I said no, I hired the city to provide my water so you call the biller: they did and called back with the amount owed.

My question was, we pay for people to work at the water dept office so why do we have to pay someone else to do our billing? Why can't the ones who work in the office do that? Why do we waste money paying an outside company to do that?
Comments re: CAUD: You have until Sept 20 to pay water bills
