Governor says many businesses can now safely increase capacity

COVID-19 cases decline for seventh straight week, positivity rate declines to 4.84%

By Crystal Staley/Sebastian Kitchen

Frankfort, KY - On Monday, Gov. Andy Beshear announced 18 industries can increase capacity to 60% as the state completes its seventh straight week of declining COVID-19 cases.

Today, the Governor reported the lowest number of new COVID-19 cases since Sept. 28 and the lowest positivity rate since Oct. 18.

"Today, we have more good news than at any time in the pandemic. We've never seen what we are seeing now in terms of a downward trend. Previously, we had experienced only three consecutive weeks of declining cases," said Gov. Beshear. "COVID hospitalizations, ICU admittance and those needing a ventilator have either decreased or stabilized.

"This capacity increase is an initial step where we will watch and see to ensure we don't see a corresponding increase in cases."

The following businesses can now increase capacity to 60%:

Letter: Truck traffic through town

Richard Raines writes:
I know it would require assistance from the state highway department, but if we had signs with flashing lights at entry points to downtown "no through trucks, no engine breaking past this point, speed limit through downtown, these are strictly enforced " might help deter through traffic from going around the square. Signs would probably need to be before both ends of bypass, at Parkway exits, Hwy 80, etc. but it might help.

It might require multiple signs at each site, but that, plus a few citizens willing to chase and pull over offending traffic might get the word out among the trucking community that it is a hassle to go through downtown Columbia.

Letter: Banning commercial vehicles through downtown

Marie Freeman writes:
It needs to be posted all commercial vehicles have to take the bypass. Unless you have a bill of lading to make a delivery you need to be on the bypass. They do it in Cincinnati, they do it in Atlanta, a lot of cities do that. It needs to be posted. There could actually be a fine issued if there's a commercial vehicle using the downtown area without a local bill of lading.

I drove cross country for Stephens pipe and steel. I drove a tri-axle dump truck in Indianapolis for years. Commercial vehicles are prohibited all the time from downtown areas it just has to be posted and enacted. If they have a bill of lading for delivery they are allowed in the downtown area.

You'll be surprised how fast that will spread on the CB between truck drivers especially once fines are starting to be imposed. And it's not by axle it's if it's defined as a commercial vehicle. Atlanta Cincinnati and even a lot of small towns prohibit it if they have a bypass. Which we now do. Post it coming into town on each end of the bypass. As soon as there's tickets being issued it will be discussed on the CB :-)

There's apps for truckers with their own GPS. And I would think that it would take them through the bypass if they were using the truckers GPS. But if it was county, city law I'm sure it would be stressed on there. 119 between Harlem and Whitesburg was totally shut down to all commercial vehicles.

Commentary: Can we keep Columbia clean?

By A Concerned Citizen

I believe Columbia/Adair county is quite possibly one of the best places to live in Kentucky. We have good people, good churches, good community and absolutely beautiful country here. Columbia offers that small town, hometown feel that so many still welcome and treasure.

As I drive through our county, I am baffled at the amount of trash that is along our roadways. There is litter of every sort that dots our beautiful community, and leaves a negative impression on many that choose to visit, and most who live here. I don't believe I have ever seen it this bad, and I wonder why anyone would consider it acceptable to use our county as their personal landfill.

I hope the county can come up with a solution to clean things up and keep them clean including monitoring and enforcing the maximum fines for this offense. I would also urge those who are littering to please consider how disrespectful and appalling their actions are.

Please lets keep Adair county clean.

Note: We've withheld contact information at the writer's request, but have it on file. We are pretty sure his concerns are shared by lots of Adair Countians.

By Crystal Staley/Angie Van Berkel

History Monday: A Fearsome Ailment, Once Rampant

By Mike Watson

Smallpox was a very real and persistent threat to life throughout the first century of Adair County's recorded history. Many nineteenth century adult survivors bore the tell-tale pockmarks of the disease. Though there is little recorded locally of the numerous outbreaks, what follows is a short item from the Adair County Court Orders that tends to make this more real to we twenty-first century citizens.

Adair County Court, August 1848: "Be it remembered, that whereas the small pox being reputed in the community and persons being in danger of catching the disease-- The Sheriff of this County summoned the magistrates of this county to meet in the Town of Columbia on this day to take such steps as may be necessary and proper in the matter... Whereupon on this 19th day of August 1848 the following magistrates assembled at the Clerk's office in Columbia: Clayton Miller, James Page, James Miller, Josiah Hunter, Andrew Ewing, Wm. B. Rogers, John Y. Wallace and Eli Wheat, Esqs.

"Whereupon they adjourned to the Courthouse and appointed Clayton Miller, chairman, and Junius Caldwell, clerk--and having investigated the matter, are of opinion that there is danger of the disease spreading. Therefore, resolved that Isaac Caldwell, Thomas R. Dohoney, Samuel G. Suddarth, Stephen White and James B. Johnson be and they are hereby appointed a committee to procure a house for at least one month suitable to be used as a hospital for such persons as may be removed there by law, or by the consent of the committee. And to procure the necessary superintendent, nurses, and provisions etc. as they may think proper for the hospital whenever in their opinion it becomes necessary. And at any time they may think it necessary they may procure medical aid and nurses and provisions etc. for any person who may in their opinion be attacked with the small pox. And all expenses incurred by the Committee and services rendered by any person under their direction shall be paid by the County Court unless the patient is able to pay for them." --Order Book G, page 425.

The Louisville Morning Courier, Louisville, KY, 13 September 1848, Wednesday, page 1, reported the following:

Letter: Truck traffic on the Square

Richard Raines writes:
I live in Adair County, but work in Albany (Clinton County). One day at work, I commented about the big trucks coming through downtown (which I could not understand them coming through as it is difficult to believe that many 18 wheelers, cement trucks, log trucks, etc. had any business coming through downtown) and one of the ladies that I work with replied that if these truck drivers were using GPS that a lot of the time it would take them on routes that make no sense for a big truck to be taking, and that the company that her husband worked for would not allow them to use GPS for that exact reason-- it did not know to tell the truck driver what route was best to take based on the size of his vehicle.

Sometimes the shortest route is not the fastest, nor the easiest to take, and someone who does not know the area depending on an electronic device may be routed onto a road that does not make sense for them to take. Maybe that is one advantage we have with good old fashioned road maps and atlases, you could at least get an idea of the available routes and which ones seemed to make the most sense.

Letter: Truck traffic though down town

Joe Hare writes:
I am not sure trucks can be banned from town, due to the roads being state highways that are regulated by Federal laws.

As engine (jake) brakes are a noise nuisance, especially for us folk that live on Jamestown St and somewhat on Burksville St. I attend Columbia Christian Church and occasionally we will hear a truck engine brake while we are having service. It would be nice if the City Council would enact an Engine Brake law and enforce it.

If such a law was passed and it along with speeding was enforced, I think it would cause some of the through truck traffic to use the Bypass thus relieve some of our downtown traffic congestion, which in turns creates safer street for everyone.
