Gov. Beshear: COVID-19 positivity rate falls below 10 percent

Frankfort, KY - On Monday, Gov. Andy Beshear announced Kentucky's COVID-19 positivity rate has fallen below 10% for the first time since Dec. 31. Today's new case report was also the lowest for a Monday since Jan. 4.

"Our cases are way too high, but I think when you look at this it shows how important the steps we took are and how important the ability to be able to take steps is when you are facing exponential growth in cases," said Gov. Beshear. "We believe that this decline is real, not just a result of maybe fewer tests happening, because we know the positivity rate is also going down."

Thanks for narrowing that down. A lot of the color photos and slides he put the dates on them and quite a few were dated as far back as 1961 unfortunately this slide did not have any info on it. We had moved out of the area in 1967 so based on your observations I think you're right probably closer to 1967.

KYTC: Work to begin on Cumberland Parkway project

Crews will begin working on a slide repair project on the Louie B. Cumberland Parkway just east of the KY 640 overpass near mile marker 25 this week (near Wisdom in Metcalfe County). Motorists should expect daytime lane closures in the westbound direction.

Motorists are urged to use caution in this area as trucks enter/exit the work zone. This project is expected to be completed by the end of February.

Library announces re-opening date, new hours

The Adair County Public Library will re-open to in-person visits beginning on Monday, February 1, 2021. Hours will be 8amCT until 11amCT, and 2pmCT until 5pmCT, Monday through Friday.

Services offered will be book browsing and check out, copy, fax and computer use. We ask that you limit your visits to 30 minutes or less.

We will also continue to offer curbside services. For more information please call 270-384-2472.

Adair Co. Schools releasing early today

Superintendent Pamela Stephens made a call to release students from Adair County Public Schools a half an hour early today due to Some roads being closed and heavy rains continuing.

Gov. Beshear announces up to $38M for utility assistance

Frankfort, KY - Today, Gov. Andy Beshear announced up to $38 million is available to local governments to help Kentuckians with overdue utility bills in their jurisdiction. Each unit of local government may request up to $200,000 for assistance in their communities.

To apply, local governments must submit an application to DLG. If approved, local governments must then partner with a community action agency to assist with funding administration. To simplify the process and fulfill that need, DLG has partnered with Kentucky's 15 Area Development Districts (ADD) to assist units of local government, local nonprofit community service providers and eligible Kentuckians with their applications and administering funds.

Letter: Prefers layoffs, budget cuts over tax increase

Jana Esch writes:
In response to Adair County Judge Executive Gale Cowan. You state: "Our next step will be cutting services or laying off employees. I want to bring back services. Not cut more." Ask the local businesses in this county what they have been forced to do this past year due to the local government restricting their business.

Where is the concern for the people that have been forced to lay off or cut hours of their employees? It is unconscionable to forcibly take away someone's livelihood and then demand they pay more taxes. I would suggest you lay off, or cut hours, of employees, and cut services to fit your budget. Maybe when you let this county thrive again we all will be better off.

Dennis Dale Powell, 64, Columbia, KY (1956-2021)

Dennis Dale Powell passed away on Friday, January 22, 2021, at T.J. Health Medical Center in Columbia, Kentucky due to unexpected heart complications. He was 64 years old.

Due to the safety of others during the COVID-19 pandemic, there will be no visitation or memorial service. A celebration of life gathering will be scheduled at a future date.

Letter: More on Lovedale Church photo

I know I commented on the photo already, but I looked at it again, and besides the Corvair and the Chevrolet truck (kind of a green color) being early 60s models is the fact that this photograph is in COLOR. I remember my mother had a camera she called a "box camera" that took excellent photographs, but her photographs were in black and white up until the last roll of film she got for that camera when my sister was a baby (born in 1967). Most of the photos I've seen that family and friends had made up until the later 60's were black and white, nobody took color photos in the early 60s, so I'm thinking the photo would have to be at least the mid 60s.

Also, ladies might be better to ask about the ladies' dresses, but they are not real short, but they are about their knees or above which makes me think the picture was probably mid to later 1960s. --Richard

History Monday: Streets Taken Over, 1932

Big changes were coming for Columbia with a May 1932 Highway meeting, as reported in the May 25, 1931 Adair County News:

At a meeting of the State Highway Commission today, an order was placed on the books taking over the four main streets of Columbia and the street connecting with the Liberty Road as a part of the Primary Road System.

These streets will be improved as soon as equipment and supplies are available, with double mulch treatment. This treatment consists of two applications of chips and oil, twice as much as is ordinarily used.

This will give Columbia the highest type dust-proof streets available for a small town. It will be done at no expense to the taxpayers of the town and maintained by the State Highway Department, always being kept in perfect conditions. Columbia will have better streets, the dust menace will be abolished for all time, and last, but not least, it will cost the town nothing.

It is the only way the town could ever have had real streets, as it was impossible to finance the proposition locally.

Quarles: PPP Updates will allow more farmers to participate

Frankfort, KY - Agriculture Commissioner Dr. Ryan Quarles and Kentucky farm groups are highlighting changes to the Paycheck Protection Program (PPP) benefiting Kentucky agricultural producers. PPP provides forgivable loans to small businesses to pay employees to keep them on the payroll. The Small Business Administration (SBA) opened an application round with new rules on Jan. 15 after Congress passed a COVID-19 relief package in December.

According to an analysis by the American Farm Bureau, the package:
  • Allocated an additional $284 billion in funding for a second round of PPP loans;
  • Clarified that allowable expenses that had been paid for with forgiven PPP loans may be counted as a business deduction for income tax purposes without limitation;
  • Cut in half the qualifying reduction in gross revenue from 50 percent to 25 percent;
  • Expanded eligible expenses to include personal protective equipment for workers and adaptive costs in addition to previous eligible expenses of payroll, mortgage interest, rent, and utilities; and
  • Changed the metrics for loans from net farm income to gross income for farmers who file taxes as sole proprietors.

Taxes under consideration by Adair Fiscal Court

As I am sure many of you have heard in the news or read in the paper, the Adair County Fiscal Court is looking for ways to generate more revenue to help with the every growing rise in expenditures not only from COVID-19, but rising cost of things in general.

Most of the headlines are reading to include that 3-letter word that we all hate to hear..."TAX". Currently, it is just a discussion. We have asked for our citizens to call the Judge's office (270-384-4703) or call your magistrate to ask questions and voice your concerns. Believe me when I say, we are all concerned. We don't like discussing the topic either, but it is something we must look at.

The Fiscal Court is limited to ways to generate revenue. We have Property Taxes, 911 Service Fees, Rentals, Occupational Tax, and Insurance Premium Tax as revenue options. We can't do fund raisers or sell items for profit. This is a law set by the legislature.

We are mandated to pay the expenses of the Jail. In 2015 we averaged about 15 -20 county inmates. We don't get reimbursement on county inmates. We now average 50-60 and it has been as high as 75 county inmates. We are mandated to either have an animal shelter or to contract with another county to take our animals.

I have contacted not only our Senator and Representative, but also those of our surrounding counties, those that are chairs of legislative committees, and our state affiliate organizations such as KACo, KCJEA, and KMCA to ask them to support new legislation to help with all the hits the county budgets are taking.

LCDHD COVID-19 Public Information Brief 1/24/2021

Lake Cumberland District Health Department

The only prime/1st dose vaccines coming into the Lake Cumberland area at present are the 500 doses per week that are coming to the Lake Cumberland Regional Hospital. Also, select area providers (not the health departments) are receiving COVID-19 vaccine for the Adair, Casey, and Clinton County school staff this week. The week of January 25th we expect area providers will receive vaccine for school staff in Cumberland, Green, Russell, and Wayne, along with part of the school staff in Pulaski. The week of February 1st, we expect area providers will receive vaccine for the school staff in McCreary and the remainder of Pulaski. The push to vaccinate school staff will likely tie up most of the state's vaccine supply during these weeks.

The school clinic in Taylor was provided the week of 1/8/21 by Taylor Regional Hospital and approximately 300 vaccines were administered. The school clinic in Casey was provided on 1/20/21 and approximately 150 doses were provided by Cumberland Family Medical. The school clinic in Adair was provided on 1/22/21 and approximately 200 doses were given by Cumberland Family Medical. The school clinic in Clinton was provided on 1/22/21 and approximately 160 doses were given by Cumberland Family Medical.

We are glad to start the week off with no new deaths. We are, however, beginning the week as we closed last week, with more new cases than the week before. Until a vaccine is widely available, let's all do our part in slowing the spread of COVID-19 by wearing our face coverings, avoiding crowds (especially in confined spaces), social distancing when around others, increasing our hand hygiene, increasing our general sanitation, and by avoiding touching our faces.

Doris Harvey Bryant of Columbia passed away on Thursday, January 21, 2021, at Hospice House of Southern Kentucky in Bowling Green. She was 88 years old.

It's currently 43F at the Adair County Mesonet station. We'll have rain today, and the chance of a thunderstorm. The high will be near 60F, with northeast wind 5 to 11 mph becoming southeast in the afternoon. New rainfall amounts between 1 and 2 inches are possible.

Tonight will bring continued showers and thunderstorms, and patchy fog between 9pm and 11pmCT. The overnight low will be around 50F with south wind 9 to 11 mph becoming west after midnight. Winds could gust as high as 20 mph.

Tuesday should be sunny, with a high near 60F and southwest wind 9 to 15 mph.
