Homeplace Cancels April Festival

Homeplace on Green River Plow Day/Spring Festival canceled.

Homeplace on Green River has canceled its annual Plow Day/Spring Festival scheduled April 25. However, the September 12 Fall Heritage Festival will include many of the activities, arts and craft exhibits and sales and food vendors that were scheduled for the plow day.

Other summer events, including the everyone welcome free music jams scheduled for the third Thursday each month are still planned beginning in May if the present health issue allows. Bring your instrument and join in, or just come sit for a while and listen. Other summer/fall events at Homeplace will be published on the Homeplace Web page at www.homeplacefarmky.org.

SKED: Watch out for EIDL scams

The Southeast Kentucky Economic Development Corp. has become aware of potential scams concerning the EIDL program. Here are the facts:
  • 1) There is NO immediate deadline for an EIDL application
  • 2) There is NO cost to apply for an EIDL
  • 3) Do NOT pay someone to help you fill out the application - there is a lot of sensitive information contained in the application, we need to keep that information safe.
  • 4) Do NOT email ANYONE with sensitive information. If you get an email that looks like it comes from the SBA and is asking you to verify or provide sensitive information call 1-800-659-2955 to speak to the SBA directly.
  • 5) The proper place to apply for an EIDL is https://disasterloan.sba.gov/apply-for-disaster-loan/index.html

CAUD: Boil Water Advisory Milltown Road area

Date Issued: 3/27/2020
Time Issued: 3:30pmCT

A Boil Water Advisory is in effect for consumers from 618 Milltown Road to 1325 Milltown Road and from Milltown Church Road down to the creek. The advisory has been issued due to main line leak.


Following such an event, the potential exists for bacteriological contamination of the water supply therefore this Boil Water Advisory has been issued as a precautionary measure.

Until further notice, boil all water used for drinking and cooking, bringing the water to a rolling boil for three minutes before using.

This advisory will remain in effect until the situation has been corrected and test results have shown the water to be of an acceptable quality.

Lowell Walter Carter, 91, Russell Co., KY native (1929-2020)

Lowell Walter Carter passed away on Thursday, March 26, 2020 at the Cumberland County Hospital in Burkesville. He was 91 years old.

Adams confirms ability of notaries to use video conference

Frankfort, KY - -Secretary of State Michael G. Adams this week made it easier for notaries to navigate through social distancing requirements by clarifying the ability to use video conferencing technology to notarize documents.

Notaries who intend to use video conference technology should email the Secretary of State's notary public program coordinator Johnna Ballinger at Johnna.ballinger@ky.gov.

Supreme Court extends court restrictions to April 24, 2020

Frankfort, KY - As social distancing becomes even more critical during the pandemic, the Judicial Branch continues to make changes that will ensure access to the courts while protecting the health and safety of court personnel and the public.

On March 26, 2020, Chief Justice John D. Minton Jr. announced new amendments to the Supreme Court order restricting in-person court proceedings. The new amendments included in Supreme Court Administrative Order 2020-13, dated March 26, 2020, are:
  • Extends effective date of the order through April 24, 2020.
  • Section 1: Adds temporary child support and in-custody juvenile detention hearings to the list of "emergency or time-sensitive matters;" clarifies that judges must use telephonic or video technology to conduct all hearings, unless the parties are unable to participate remotely; limits in-person courtroom attendance to 10 people.
  • Section 2: Clarifies that judges may use telephonic or video technology to hear civil matters that require prompt attention.
  • Section 4: Clarifies that judges may use telephonic or video technology to hear probate matters that require prompt attention; also notes that Executive Order 2020-257 suspends all evictions during the State of Emergency.
Please note that Administrative Order 2020-13, dated March 26, 2020, replaces in its entirety Administrative Order 2020-10, dated March 17, 2020.

Previous Column: Stuck at home

A few weeks ago (when I wasn't afraid of the virus), I bought a large box of assorted flower bulbs from a hardware store, intending to plant them in pots, watch them push through the dirt, and then replant them in my flower bed. I looked out the window one day and sitting on the edge of one of the pots was a squirrel.

I opened the door and yelled, "GET OUT OF HERE!" He did. Then I remembered an article I had read in the Glasgow Daily Times about how to keep animals from stealing bulbs from flowerpots. "Place a plastic fork with the tongs upright, and the animals won't come near."

I had a box of plastic utensils somewhere, but when I located the box, all the forks were gone. Only knives and spoons. I stuck several (to be on the safe side) into the dirt directly around the bulbs. I never saw another squirrel. However, in a few days, another problem arose.

Kentucky Color: Sign of the Times

The "events scheduled" page on Columbia Magazine is just another sign of the times in which we find ourselves these days. This government mandated and self imposed, quasi quarantine is not only wreaking havoc on our economy but is engendering a quite spirit of unease with its interference into our social order.

We should not be fearful however, for the American Spirit is no stronger anywhere else than here in the Great Wooded South and in the words of that favorite old gospel and protest song, "We Shall Overcome"; we shall overcome!

KY House approves COVID-19 economic relief

Key provision of SB 150 would extend unemployment eligibility to self-employed.

Frankfort, KY - Economic relief for COVID-19-impacted businesses and workers--including extended eligibility for unemployment--has received final passage in the Kentucky House.

Senate Bill 150, a bill sponsored by Sen. Ralph Alvarado, R-Winchester, that originally dealt with out-of-network insurance billing, as amended in free conference negotiations between the House and Senate passed the House 82-0 after clearing the Senate 30-0 earlier today.

Direct shipment of alcohol bill heading to governor

Frankfort, KY - The Kentucky General Assembly passed legislation on Thursday that would allow direct shipment of alcohol.

The measure, known as House Bill 415, was lauded as a tax revenue generator, job creator and a new source of business for distilleries, wineries and breweries by Senate Republican Floor Leader Damon Thayer of Georgetown.

"Right now the bourbon tourism industry is flat on its back, closed because of COVID-19," he said. "The same goes for tours of small-farm wineries and our craft brew locations around the state. This will create a new revenue stream for those producers on the other side of this COVID-19 crisis."

HB 415 passed the Senate today by a 21-11 vote. The bill, sponsored by Rep. Adam Koenig, R-Erlanger, and Rep. Chad McCoy, R-Bardstown, previously passed the House by a 52-33 vote.

The legislation would allow distillers, wineries, breweries -- in or outside of Kentucky -- to get licensed with Kentucky to ship directly to consumers. Retailers and distributors wouldn't be eligible for the direct-to-consumer shipping licenses.

Egypt Christian Church: 2 more weeks online and on the air

Services normally offered at Egypt Christian Church, 4855 Knifley Road will not be available for the next two Sundays as we involve ourselves with other church groups and agencies in attempting to curb the spread of the Coronavirus Pandemic.

Each Sunday morning at 10:30amCT, music and a sermon by the pastor, Paul Patton, may be viewed on the church FaceBook page. There will also be links where Bible lessons for children and youth may be accessed.

Governor urges Kentuckians to stay Healthy at Home

Frankfort, KY - Gov. Andy Beshear on Thursday repeated his call for Kentuckians to stay Healthy at Home, said that the state is working quickly to prepare an initial drive-through testing center and announced 248 positive cases of novel coronavirus 2019 (COVID-19).

"This is a test of our humanity - about how much we care about each other. I am doing everything I can to make sure we pass the test and I know you are, too," Gov. Beshear said. "The next two to three weeks are absolutely critical to what they call blunting the curve. This is the time where our actions mean the most in not spreading the virus. It's going to take however long it takes to defeat the coronavirus the first time."

Case information
As of 5 p.m. March 26, the Governor said that there are at least 248 positive cases of COVID-19 in Kentucky, with 50 of those being newly confirmed. There have been five deaths attributed to the virus. In very good news, after further review the 90-year-old Perry County nursing home resident has tested negative.

Updates this week
The Governor asked mayors and county judge-executives today to monitor people gathering in public places such as parks and stop them if people are not practicing social distancing and risking the spread of COVID-19.
