Bill to restrict governors' pardon power advances

By Jim Hannah, LRC

"Well, it figures. They always get away with it." Those are the words of a child rape victim after hearing Kentucky's prior governor pardoned her rapist. The molester had served less than 18 months of a 23-year sentence.

Sen. Christian McDaniel, R-Taylor Mill, read the girl's statement while explaining the need for a constitutional amendment to curtail a governor's ability to issue pardons on the way out of office.

The proposed constitutional amendment, known as Senate Bill 58, would prohibit a governor from pardoning or commuting sentences beginning a month before a gubernatorial election and ending with the governor's inauguration. McDaniel stressed that a governor would otherwise be free to issue pardons and commutations.

Vaping tax bill advances to Senate

By Rebecca Hanchett, LRC

A bill that would raise $49.9 million in new revenue over the next two fiscal years through a new wholesale tax on vaping products and increased taxes on some other tobacco products has cleared the Kentucky House.

House Bill 32 sponsor Rep. Jerry T. Miller, R-Louisville, said a portion of the funding would come from adding vaping products to the list of tobacco products subject to a state tobacco excise tax of 25 percent of the wholesale price under the bill. Most remaining revenue would come from doubling the excise tax rate per unit and weight on snuff and chewing tobacco.

Traditional cigarettes would not be subject to a tax increase under the bill.

Poet Laureate Jeff Worley poetry reads at CU

By Matthew Taylor

Campbellsville, KY - The 2019-20 Kentucky Poet Laureate Jeff Worley read poetry for a crowd of students and professors in Bright-Redmon Commons on Thursday, February 13, 2020. Worley read nine poems at the event, and shared how those poems came to be.

Worley's poem, "Ode to a Sharp-Shinned Hawk," was written while a hawk was arm's length away from him.

Worley was at his cabin at Cave Run Lake filling his bird feeder with seeds when his neighbor called him over. Worley walked into his neighbor's kitchen and watched his neighbor pull out a Kroger bag with a dead hawk inside.

"You need to take advantages of opportunities to write poetry," Worley said.
