Letter: Tree is likely a Kousa Dogwood

Letter: Kousa Dogwood Billy Joe Fudge writes:
I am sorry to inform you that there is a 99.99% chance that this tree is a Kousa Dogwood. Sometimes referred to as Oriental or Japanese or Korean Dogwood.

Kousa Dogwood is actually a tree while Sweet Mock Orange or English Dogwood is actually a small woody shrub.

Kousa Dogwood has a little ball fruit in the middle of four white petals which actually curve downward and away from the center while English Dogwood's four petals curve upward to form a quasi-cup. --BJF

Scammers Posing as 'State Attorney's Office'

By Crystal Staley/Kenneth Mansfield

Frankfort, KY - Kentucky Attorney General Andy Beshear has issued a scam alert following a Kentucky energy cooperative receiving a scam phishing email appearing to be from the "State Attorney's Office."

Kentucky businesses and nonprofits should not be deceived by an email from an unofficial address, like complaints@outlook.com, with the subject line "State Attorney's Office Complaint" that demands the business has "10 days to file a rebuttal." Beshear said the email is a scam and not affiliated with the Kentucky Office of the Attorney General.

If a victim clicks on the link in the email, a virus is downloaded that disables the computer. The scammer then can demand money to restore the computer or steal personal and financial information.

State to expand school-based healthcare services for children

CHFS, KDE Partnership will provide increased mental health services, healthcare screenings, and acute care services for schools statewide.

By Nicole Burton/Jessica Fletcher

Frankfort, KY - Gov. Matt Bevin today announced that the Cabinet for Health and Family Services (CHFS), in partnership with the Kentucky Department of Education (KDE), will seek an amendment to Kentucky's Medicaid state plan to provide greater healthcare access to students in schools across the Commonwealth by allowing for the payment of qualifying physical and mental health services.

The proposed amendment allows Kentucky school districts to utilize federal Medicaid funding to provide students enrolled in Medicaid with increased access to school-based healthcare, including mental health services, health screenings, diabetes, and asthma management. Currently, only students enrolled in Medicaid with an Individual Education Plan (IEP) qualify to receive these services.

State Supreme Court to decide who can be a stand-in parent

By Andrew Wolfson, Louisville Courier Journal

The Kentucky Supreme Court this week will consider whether two caregivers are better than one when children are removed from their biological parents. The court will hear arguments June 5 on whether a cohabiting couple can be considered a child's "de facto parent" -- an important legal distinction that gives them the same custody standing as a biological mother or father.

The outcome is important because of the increasing number of people who live together without being married, including grandparents who often end up raising grandchildren, lawyers say.
