State Supreme Court to decide who can be a stand-in parent By Andrew Wolfson, Louisville Courier Journal The Kentucky Supreme Court this week will consider whether two caregivers are better than one when children are removed from their biological parents. The court will hear arguments June 5 on whether a cohabiting couple can be considered a child's "de facto parent" -- an important legal distinction that gives them the same custody standing as a biological mother or father. The outcome is important because of the increasing number of people who live together without being married, including grandparents who often end up raising grandchildren, lawyers say.
