New KY state laws take effect this week

From Mike Wynn, LRC

Frankfort, KY - New laws related to child abuse, drugs, gambling, mental health, gender services, education and dozens of other topics are set to take effect on Thursday after receiving a nod from the Kentucky General Assembly earlier this year.

State lawmakers passed more than 170 bills during the 2023 legislative session, and the Kentucky Constitution states that new laws take effect 90 days after the legislature adjourns, making June 29 the effective date for most measures.

The only exceptions are bills that have special effective dates, are general appropriation measures, or include emergency clauses that make them effective immediately upon becoming law.

That means that, among many changes to state law this week, people convicted of murdering children will face tougher penalties, operators of gray machines could be subject to fines, certain workforce training programs will qualify for state scholarships, and wellness programs will provide more confidentially for doctors and police.

Here's a look at some of the measures taking effect on Thursday:

From Steve Burton, Transportation/ Maintenance Director

This is to notify the community that as of now our Middle School Track is closed to anyone being on it. We have had multiple trees blown across it and have 2 more that are broken off but hanging in other trees. These trees are hanging across the track making for a very dangerous situation until we can get those trees cut down and cleaned up.

I expect the track to be closed until Wednesday Afternoon. Thanks for your cooperation in this matter.

Check cemetery flowers after storms

By James Roberts

Today would be a good day to check on your loved one's flowers at the cemetery after the storm last night. These are not cheap to buy & if you have any on top of the rock you need to put the last name to whose tombstone that they belong with a sharpie marker to help identify to whom they belong. Just thought this would help.

Storm damage efforts continue in Adair Co.

From Mike Keltner, Director
Adair Co. Emergency Management

A multi agency response to storm damage began as the storm passed through Adair County last night beginning around 10:30pmCT. Numerous trees were down last night and several remain due to power line entanglement.

As of 3amCT, efforts of road crews, fire departments, law enforcement, emergency management and citizens had cleared over 75 trees from roadways.

Adair County E911 had taken hundreds of storm related requests by 3amCT, dispatching for all agencies.

Electric providers are working this morning making repairs but due to the multiple trees blocking some access and the number of damage areas it is taking an undetermined time for restoration.

Please use caution this morning as trees may have not yet been discovered in the hundreds of miles of roadway in Adair County. New trees and limbs may break loose for a few days. Never approach a utility line which may also be entangled in a tree.

I want to thank our responders that have worked through the night and continue efforts over the next few days.

Letter: Joe is right about trucks

Billy Joe Fudge writes:
Joe is right about trucks, some local and some that appear to be OTR commercial trucks. Last week while approaching the Downtown Square on Campbellsville Street, I stopped two different times in front of 313 Maple to allow huge commercial semis that were blocking the crosswalk to get off the Square and onto Campbellsville Street. In one instance an elderly gentleman (older than me) was standing on the sidewalk waiting for access to the crosswalk and had to retreat backward toward the Flower Garden Florist building. The trailer's tires crossed over the sidewalk right where he had been standing!

Additionally, for the most part, pass-through vehicle traffic can pass through Downtown more quickly than by using the bypass. If speed limits were lowered to 10 MPH within 600 feet of the Square and around the Square and was enforced, the traffic flow would be calmed so significantly that many of the pass through drivers would voluntarily divert to the by-pass. Local business traffic, tourists and pedestrians would then be able to shop, do business, congregate and generally traverse Downtown more safely and unencumbered than presently!
