Vaccine information for Metcalfe County

The Barren River District Health Department, which serves Barren, Butler, Edmonson, Hart, Logan, Metcalfe, Simpson and Warren Counties, has been authorized by the Kentucky Department of health to move forward into Phase 1b of vaccination, which includes first responders, anyone of at least 70 years of age, and K-12 school personnel.

The Barren River District Health Department will be vaccinating individuals 70 years of age and older on Thursday at each of its eight local health departments. If you are 70 years of age or older, reside in Hart or Metcalfe Counties, and would like to schedule an appointment with the Barren River District Health Department for this Thursday's clinic, please call 270-781-8039, press 4, then press 1.

Gov. Beshear: Relief needed now for small businesses, workers

Op-Ed by Gov. Andy Beshear

Frankfort, KY - COVID-19 has hit us hard. It has taken the lives of far too many and it has upended our economy, damaging Kentucky's small businesses and hurting our workers.

I've seen that hurt and that sacrifice, but I've seen our small businesses doing it willingly, knowing that it's protecting the health and the lives of their customers, their employees and their community.

That's why we have a duty to help them.

I have submitted a bill (HB 191) to the state legislature that, if passed, would immediately provide $220 million of aid to small businesses and $20 million to nonprofits.

It is the most significant aid package from Kentucky in generations, and it needs to pass as quickly as possible.

The money is there. Thanks to the hard work of my administration, we have a better budget forecast than initially anticipated.

Mabel Morgan, 96, Casey County, KY (1924-2021)

Mabel Morgan of Middleburg passed away on Saturday January 9, 2021, at the Liberty Care Center. She was 96 years old.

Funeral Services will be held privately, for family only, on Wednesday at Bartle Funeral Home Chapel, with great-grandson Pastor Hunter Chadwell officiating. Burial will follow in the Willow Springs Cemetery.

A walk through visitation will be held from 5pmET until 8pmET on Tuesday, January 12, 2021 at Bartle Funeral Home Chapel.

Due to State Mandate: Masks will be required for the funeral and visitation. For the health and respect of the family please follow all rules for social distancing.

John Earl Harper, Sr., 77, Edmonton, KY (1943-2021)

John Earl Harper, Sr. of Edmonton passed away Sunday, January 10, 2021 at T.J. Samson Community Hospital in Glasgow.

Cremation was chosen and no visitation or service is scheduled at this time. A celebration of life to honor John Earl will be held at a date to be announced later.

Joseph Levi Janes, 59, Russell Springs, KY (1961-2021)

Retired SSgt Joseph Levi Janes of Russell Springs departed this life on Sunday, January 10,2021 at his home after a long battle with a number of health issues. He was 59 years old.

Following Joe's wishes, the family chose cremation, and no public services are planned.

KY House Bill 136 would legalize medical marijuana

Kentucky Representatives introduced House Bill 136 last week as a first step toward decriminalizing medical cannabis in Kentucky. The bill would, among other things, require the Department of Alcoholic Beverage Control to become the Department of Alcoholic Beverage and Cannabis Control and to implement and regulate a medicinal cannabis program in Kentucky. The bill is currently in committee.

Sponsors of the bill include Jason Nemes (R), Al Gentry (D), William Lawrence (R), Robert Goforth (R), Derek Lewis (R), and Patti Minter (D).

SBA Paycheck Protection Program reopens today

Washington, DC - The U.S. Small Business Administration (SBA), in consultation with the Treasury Department, announced last week that the Paycheck Protection Program (PPP) will re-open the week of January 11 for new borrowers and certain existing PPP borrowers.

To promote access to capital, initially only community financial institutions will be able to make First Draw PPP Loans on Monday, January 11, and Second Draw PPP Loans on Wednesday, January 13.

Locally, we know that Community Trust Bank, First and Farmers National Bank, United Citizens Bank and the Bank of Columbia are all accepting applications for PPP loans.

The PPP will open to all participating lenders shortly thereafter. Updated PPP guidance outlining Program changes to enhance its effectiveness and accessibility was released on January 6 in accordance with the Economic Aid to Hard-Hit Small Businesses, Non-Profits, and Venues Act.

Registration open for 8th annual IdeaFestival Bowling Green

Bowling Green, KY - Registration has opened for the eighth annual IdeaFestival Bowling Green, to be held online from 9amCT to NoonCT on February 17, 2021. Hosted by The Center for Gifted Studies at WKU, this year's celebration of ideas is open to middle and high school groups, individual students, members of the WKU community, and the general public.

With a theme of "Re-start, Re-think, Re-imagine," this half-day of interactive talks and minds-on, hands-on activities will provide insider access to the places where ideas come alive and will inspire the next generation of creators, thinkers, and innovators. WKU Distinguished Educator Award Nominations to close Jan. 31

Bowling Green, KY - Nominations for the WKU College of Education and Behavioral Sciences' Distinguished Educator Awards will close January 31, 2021.

Much like last year, each school district may nominate up to 10 educators. All submissions will require a letter of recommendation about the nominee. For more information, please visit https://www.wku.edu/cebs/educatorawards.php or email Stephanie Martin at stephanie.martin@wku.edu. Nominations will close Jan. 31.

The awards will celebrate the individual and significant contributions educators make to the teaching profession. From literacy to innovation, WKU will recognize 10 P-12 educators within the university's service region based on their inspiring solutions in the classroom. This is the second year of the Distinguished Educator Awards.

"We've witnessed as our Kentucky teachers have reached, passed, and exceeded many personal and professional thresholds during non-traditional instruction," said Corinne Murphy, Dean of WKU's College of Education and Behavioral Sciences. "We can never fully express our gratitude, but we wish to continue showcasing our deep appreciation with our Distinguished Educator Awards. Our teacher leaders deserve recognition and celebration after what has been, no doubt, an exceptionally precarious and trying time in their professional lives."

On April 14, 2021, WKU officials will recognize finalists and category winners during a socially-distanced celebration. Category winners will each receive a cash prize and a commemorative plaque.

History Monday: A prominent man in many ways

Matthew A. Armstrong was a mighty man, a son of William B. and Katherine Chapman Armstrong, he was born in 1845 or 1848, likely in or near Creelsboro, Russell County. His father died in 1855, leaving his mother and one sister, Sarah.

Reuben Wells was a merchant at Creelsboro, beginning about 1851, and became quite prosperous and well-known in the counties of Russell, Cumberland and Adair. He was appointed administrator of the estate of W.B. Armstrong in 1855 by the Russell County Court, and as guardian to Matthew and Sarah. In time, Reuben married Katherine and they had three children: Mary Etta, born 1857, married Robert T. Caldwell, of near Gradyville, Adair County, and lived to be 100 years of age. The other two children of Reuben and Katherine Wells were William Asa and Robert L.

Matthew Armstrong grew to be a great man. He was tall, over the average height of the day, and was a good businessman and farmer. He was known for his interest in horses, cattle, and hogs and bought, sold and traded far and wide.

Lavelle Shepherd, Adair County, KY native (1933-2021)

W. Lavelle Shepherd, formerly of Adair County, KY went to be with her Lord and Savior on December 29, 2020 after a valiant battle with cancer.

Lavelle was born September 9, 1933 in Columbia to the late Rollin and Frances (nee McLean) Farris. Wife of 66 years to the late Morris Shepherd, both longtime supporters of Lindsey Wilson College.
