New online form to report Medicaid fraud, patient abuse

By Elizabeth Kuhn

Frankfort, KY -. (August 7, 2020) Attorney General Daniel Cameron today announced a new tool for reporting suspected Medicaid fraud and patient abuse to his office. Kentuckians can now electronically report abuse, neglect, and exploitation by completing an online complaint form located at ag.ky.gov/medicaidfraud.

"Providers who fraudulently bill Medicaid for healthcare goods and services steal taxpayers dollars and can endanger the health and welfare of beneficiaries," said Attorney General Cameron. "We want to ensure our seniors are treated with dignity and respect by making it easier for Kentuckians to report suspected fraud and abuse. This new resource quickly provides us with the information we need to investigate claims and to prosecute those guilty of harming our seniors and Medicaid recipients."

The new form allows Kentuckians to submit complaints from electronic devices, including smart phones, computers, and tablets. The fillable form permits users to select complaints related to Medicaid fraud, patient abuse, or both, and prompts them to provide information related to their selected complaint, including the Medicaid facility, the healthcare provider's information, the patient's name, and the suspected abuser's name.

Kentucky Governor's School for the Arts invites input

Op-ED from Nick Covault, GSA Director

Frankfort, KY - The Governor's School for the Arts (GSA) is a unique treasure. Very few states offer a program that convenes young artists for college-level instruction and community building with peers who share their passion for creativity. In fact, GSA is arguably the only program of its kind in the country that is offered tuition-free to Kentucky students. Alumni of the program receive access to lifelong mentorships, a supportive alumni network, and college scholarships that break down barriers to higher education.

Without a doubt, GSA exists in an intricate ecosystem of arts education that is interconnected with systemic challenges, such as income disparity, institutionalized racism, varying degrees of investment in education and marginalization of communities, both urban and rural. We may not have all the answers, but we are committed to using our resources to be a part of the solution.

It is easy to become overwhelmed by the immensity of these layered and nuanced issues. Amidst the complexity of this challenge, we believe in going to the places where our future students live, to meet with their advocates - parents, educators, counselors, community members - and learn how we can collaborate on resourcing young people who represent the future of connection, innovation and equity in our society.

New flood mapping tool helps officials, residents manage risk

By John Mura/Robin Hartman

Frankfort, KY - Gov. Andy Beshear and Kentucky Energy and Environment Cabinet Secretary Rebecca Goodman today announced an online mapping tool that will provide important information to local officials and first responders for developing emergency response plans for high-hazard dams.

"It's critical that we plan and prepare for emergencies, in addition to taking every step we can to prevent them from happening in the first place," said Gov. Beshear. "This new tool will help our local officials and heroic first responders better serve and protect Kentucky families and businesses."

The interactive map on the Kentucky Water Maps Portal identifies the approximate area, or inundation zone, at each of the dams assessed that is expected to be impacted in the event of a dam failure. The online tool uses satellite imagery which identifies properties, roads and geographic areas that could potentially be impacted in relation to the established FEMA flood zone. The assessment identified nearly 3,000 business structures and almost 14,000 residences within the Commonwealth's high-hazard dam inundation zones.

LCDHD COVID-19 Public Information Brief 8/6/2020

By Amy Tomlinson
Lake Cumberland District Health Department

We are glad our hospitalizations lowered by one. Today we added six more new cases than we released recovered cases. Our growth rate still suggests that our total cumulative case count will double about every 23 days.

The top three categories of what our active cases are tied to, in descending order, are business, recreation, and travel. Until there is a vaccine, we will continue the common-sense suggestions of encouraging everyone to continue to wear their face coverings, the avoidance of crowds as much as possible, social distancing, washing their hands frequently, increasing sanitation, and the avoidance of touching their faces.

New Cases: We report that our total case count has increased by 25 today: Adair: 8; Casey: 1; Green: 1; McCreary: 2; Pulaski: 7; Russell: 1; Taylor: 3; and, Wayne: 2. Our current new case growth rate is: 1.03. This means our total case count is projected to double every 23.44 days. The new cases include:

Reopening plan approved for Adair Co Schools

NOTE: The district approved an official reopening plan at the August 6, 2020 School Board Meeting. A copy of the plan is available for download at this link: Adair County Schools-Reopen Plan 2020 (PDF, 1.1MB).
First day of school is Monday, August 24, 2020, so far two thirds of families have chosen in-person student attendance, and one third will attend school virtually.

From Dr. Pamela Stephens, Superintendent
Adair County Schools

Dear Adair County parents, guardians and community,

Thank you for your patience and all your support during this unprecedented time as Adair County schools continue to work on a safe reopening plan for all students and staff. Please know this is not a decision anybody takes lightly and I feel sure you have put much thought into what is best for your child and I respect and understand the choice you have made for your child.

By now, you are aware that the local board of education changed the original start date and moved the date to Monday, August 24, 2020. This calendar change has allowed ample time for surveys of parents regarding their preferences and time for teachers to prepare classrooms and undergo training to improve the quality of instruction your child receives no matter the delivery method. I greatly appreciate the sacrifices our families have already made. A reopening plan will be presented to the local board of education August 6. We continue to monitor the ever-changing guidelines put forth by Governor Beshear, the local and state departments, and the Center for Disease Control and other stakeholders.

As of today, about two-thirds of our parents and guardians have requested in-person classes. We all know in person classes are the most effective form of educating kids.
