Joe Birdwell, 70, Columbia, KY (1949-2020)

Joe Birdwell of Columbia passed away on Wednesday, July 29, 2020 at the U.K. Medical Center in Lexington from injuries sustained in an automobile accident on the Louie B. Nunn Parkway in Russell County.

The funeral service will be held at 1pmCT on Saturday, August 1, 2020, at Grissom-Martin Funeral Home, 200 Campbellsville Street, Columbia, KY, with burial to follow in Freedom Cemetery.

Visitation is requested after 5pmCT on Friday.

Everyone attending the visitation or funeral service will be required to wear a mask.

Governor's Thursday update

Frankfort, KY - Gov. Andy Beshear on Thursday updated Kentuckians on the state's continuing efforts to fight the novel coronavirus 2019 (COVID-19).

"Remember, we as a commonwealth, as a country and as planet Earth are in this war against this 1-in-100-year pandemic," said Gov. Beshear. "It means we've got to show up every day to protect the health and lives of those around us, protect our economy and do everything we can to get our kids back in school."

Case Information
As of 4 p.m. July 30, Gov. Beshear said there were at least 29,386 coronavirus cases in Kentucky, 659 of which were newly reported Thursday. Twenty-two of the newly reported cases were from children ages 5 and younger.

"Our cases are a little up from yesterday, but our positivity rate is down because we've had more tests," said Gov. Beshear. "Once we get the virus under control, we have to keep it under control. We can't stop. We can't let up. Until we have that vaccine, we've got to do what it takes."

Unfortunately, Gov. Beshear reported seven new deaths Thursday, raising the total to 731 Kentuckians lost to the virus.

The deaths reported Thursday include a 75-year-old man from Casey County; a 65-year-old man from Christian County; a 92-year-old woman from Green County; an 82-year-old man from Greenup County; an 81-year-old woman from Ohio County; a 63-year-old woman from Simpson County; and a 70-year-old woman from Warren County.

ACSO: Reports of unsolicited mail

In the last few days we have had a couple incidents reported to the Sheriff's Office and County Judge's Office involving unsolicited mail. The mail in question in both cases has been Personal Protection Equipment. One being a face mask and the other face shields.

In both cases they came from overseas and were not ordered and were mailed to residents here in Adair County.

Recently Kentucky Agriculture Commissioner Ryan Quarles released a statement about seeds being received in the mail unsolicited, that possibly originated from China. Commissioner Quarles warned to not plant them, as they could be harmful. (Quarles sounds alarm on unsolicited foreign seeds)

With this in mind I have to strongly urge you not to use any item, especially personel protection equipment, that you receive in the mail, if you did not order, or you cannot verify its sender or origin. The equipment could be harmful, faulty, or inadequate to standards.

CAUD: Boil Water Advisory lifted

July 30, 2020

As of 12:54 p.m. on July 30, 2020 the boil water advisory for customers on Gradyville Country Club Road, Burris Sneed Road, Richard Hollow Road, and Tarter Road has been lifted by the Division of Water. This means your water is safe for human consumption. You no longer have to boil your water.

Hettie E. Denton Burton, 75, Adair Co., KY native (1944-2020)

Hettie E. Burton of Edinburgh, Indiana passed away July 29, 2020 at her residence. She was 75 years old.

A funeral service will be conducted by Reverend Lewis Burton at 11amET on Saturday, August 1, 2020 at Who-So-Ever-Will Community Church, 623 S Eisenhower Dr, Edinburgh, IN. Burial will be at Rest Haven Cemetery in Edinburgh.

Calling will be from 4pmET until 8pmET on Friday, July 31, at the church and from 10amET until time of service on Saturday.

William Joseph (Billy Joe) Holt, 76, Columbia, KY (1944-2020)

Billy Joe Holt of Columbia passed away on July 29, 2020 at his residence.

Mr. Holt was cremated, and a memorial service will be held at 11amCT on Saturday, August 8, 2020, at the Stotts-Phelps-McQueary Funeral Home, 210 Greensburg St., Columbia, KY, with burial of his cremains in the Haven Hill Cemetery.

Visitation will be on Saturday, August 8, 2020 from 9amCT until time for the service.

William (Billy Ray) Wethington, 75, Liberty, KY (1945-2020)

William "Billy Ray" Wethington, of Liberty, Kentucky, passed away on Wednesday, July 29, 2020, at Ephraim McDowell Regional Medical Center. He was 75 years old.

A funeral mass will be held at 11amET on Friday, July 31, 2020, at St. Bernard Catholic Church, 5075 State Hwy 551, Liberty, KY, with Father George Otuma officiating. Burial will follow in St. Bernard Cemetery. Facial coverings must be worn by everyone in attendance.

In-Person unemployment assistance in Louisville

Kentucky Labor Cabinet

Frankfort, KY - Kentuckians can make appointments for in-person unemployment insurance (UI) services that will be offered next week in Louisville to assist citizens while ensuring the safety of those needing assistance and limiting the spread of COVID-19.

Appointments can be made at kcc.ky.gov.

Kentuckians can schedule appointments for August 3 through August 7 in Louisville during the hours of 9amET to 6pmET Monday through Thursday and from 9amET to 1pmET on Friday. Kentuckians must have an appointment to be seen. It is not necessary to arrive before the scheduled appointment time. The Louisville in-person event will be at the following location:

KYTC Regional Driver Licensing Office in Elizabethtown opening

Frankfort, KY - Gov. Andy Beshear on Thursday announced the opening of a Kentucky Transportation Cabinet (KYTC) Regional Driver Licensing Office in Elizabethtown.

It brings to seven the number of KYTC regional offices newly opened or reopened to handle licensing needs while adhering to Gov. Beshear's Healthy at Work guidelines to limit the spread of the novel coronavirus 2019 (COVID-19).

"We are offering essential, in-person public services while taking care to do so in a way that protects public health," said Gov. Beshear. "Essential services include issuing, renewing and replacing operator's licenses and official identification cards for our fellow Kentuckians who depend on them for employment, travel and emergencies."

Even as KYTC regional offices reopen, the Governor encouraged anyone who can renew or replace credentials by mail or drop-off to do so. Those whose licenses, permits or ID cards were lost or expired - or will expire - any time from March 1 through Sept. 30, 2020 and who do not require testing may apply for renewal or replacement remotely through the circuit court clerk in their county of residence. Check with the clerk as to preferred method, such as drop-off form or mail-in form. The forms can be downloaded here: https://kycourts.gov/Pages/DLreopeningplan.aspx.

Gov. Beshear also reminded Kentuckians that licenses and permits that expired March 18 through July 6, 2020 were automatically extended 90 days beyond the printed expiration date.

KSP: Fatal collision in Russell Co.

Russell Springs, KY - Kentucky State Police Post 15 Troopers responded to a two-vehicle collision in Russell County on Wednesday afternoon. On July 29, 2020 at approximately 3:40pmCT, KSP Post 15 received a call of a two-vehicle collision at the 61-mile marker on the Louie B. Nunn Parkway in Russell County.

The preliminary investigation revealed that Keith Coffman, age 45 of Bowling Green, was traveling westbound in a 2019 Ford pickup truck towing trailers. For an unknown reason, Coffman's vehicle left the right shoulder of the roadway and the trailer he was towing struck pedestrian Joe Birdwell, age 71, of Columbia, and a 1997 Dodge pickup truck, which was parked in the westbound emergency lane.

Birdwell was flown to University of Kentucky Hospital where he later succumbed to his injuries. A passenger of Birdwell's vehicle, Kenneth Davis, age 76, of Columbia, was also flown to University of Kentucky Hospital with non-life-threatening injuries.

Roadside Park on 55 given to City of Columbia

Richard Phelps, former President of the Columbia Adair Chamber of Commerce, has continued to take the Roadside Park on Hwy 55 South, just outside of Columbia, KY as a personal mission.

Ellen Zornes, Executive Director of the Chamber, credited him as the force behind Park maintenance for many years and said that's why she first spoke with him about the idea to give ownership of the Park to the City as budgets have tightened and the Coronavirus Pandemic has cut available help.

Looking back, Phelps said, "Many volunteers have given of themselves to maintain the Roadside Park over the years and in the recent past the City has given a thousand dollars a year to help with upkeep.

Homeplace on Green River is hiring

Homeplace on Green River continues to search for a full-time employee who will join hands with the Executive Committee in planning and implementing events and programs, expanding our public relations and social media footprints, fund-raising, marketing, coordinating volunteers and much more.

The hiring is the result of an $85,000 grant provided by the Schmidt Family Foundation. Homeplace will raise an additional $25,000 in the next 12 months which the Foundation will match.

Homeplace is dedicated to the protection and promotion of rural American culture through the sustainability of agriculture and natural resources using education, conservation and the economic opportunities of agri-tourism.

Campbell Co. adds social workers to police force

According to a story on wave3.com, a Campbell County experiment has had some surprising results. Four years ago, facing a budget crunch, the town of Alexandria, KY, hired a social worker to respond with police officers, and help with calls about "domestic violence, mental health and substance abuse."

According to former Alexandria Police Department chief Mike Ward, quoted in the article, there have been significant cost savings as well as a reduction in repeat 911 calls and incarcerations.

AG announces indictment of former Russell Co substitute teacher

Frankfort, KY - Attorney General Daniel Cameron today announced a Russell County Grand Jury indicted a former Russell County High School substitute teacher and assistant football coach for unlawfully engaging in sexual intercourse with a minor. The charges include four counts of Rape Third Degree (Class D Felony).

Chief Joseph Irvin and Sergeant Detective Chasity Shirely from the Russell Springs Police Department and an investigator from the Attorney General's Cyber Crimes Unit investigated the case. After the investigation, the Attorney General's Office of Special Prosecutions was appointed to handle the case. Assistant Attorney General Rewa Zakharia will prosecute the case on behalf of the Commonwealth.

Grants open for illegal dumps and roadside cleanup

FRANKFORT, Ky. (July 29, 2020) - The Energy and Environment Cabinet's (EEC) Division of Waste Management (DWM) is calling for grant applications for two of its signature programs, illegal dump cleanup and litter cleanup along public roads.

"Kentuckians deserve to live in safe and clean communities and we each also have a responsibility to limit our impact on the environment," said Gov. Beshear. "These programs protect our people and wildlife and make our commonwealth an even better place to live and visit."

Litter cleanup grant awards are awarded based on a formula that considers road miles, total population and rural population in each county. For dump cleanup grants, counties request specific amounts based on estimated cleanup costs.

Bam Carney update, please continue prayers

Update on State Rep. Bam Carney from his brother Mark:

Tuesday evening, July 28, 2020 - Bam has a fever tonight and the white blood count is elevated. He has been off of antibiotics for three weeks but they will be starting him back on an antibiotic tonight.

The last three or four nights has been hard on him - he’s been anxious and not sleeping well unless given medication. Bam was able to get one drain taken out last week and we are hoping another one comes out this week.

He had a good round of physical therapy yesterday and today and he is showing some improvement in that area. As always, we thank you for your prayers and now ask you pray specifically for the challenges Bam is currently facing. #GodsGloryOverBam #BounceBackBam
