State will get $2.4B in federal COVID-19 relief

By John Cheves, Lexington Herald-Leader

The state of Kentucky should get $2.41 billion from the CARES Act coronavirus relief package that Congress passed last month, with the largest sum -- $1.59 billion -- going to state government to help it cover virus-related expenses through Dec. 30. Smaller sums will go to schools, universities, public transit, child care, housing and other areas, to help Kentuckians get through the pandemic.

But Washington hasn't released the funds yet, causing some grumbling from the nation's governors. And at present, officials in Frankfort say they are still awaiting more explanation on how the money can be spent.

Be the end to child abuse

2020-04-09 - Public Square, Columbia, KY - Photo by Linda Waggener, ColumbiaMagazine.com.
The sign says it all - let's "be the end to child abuse. It shouldn't hurt to be a kid!" April is Child Abuse Prevention Month and the pinwheels around the courthouse call attention to it. The Lake Cumberland Children's Advisory Center places them each year as a reminder that we have work to do.

Letter: Where to get green bulbs?

Maury E Lewis writes:
Where do we purchase the green bulbs? --Maury
Maury, thanks for writing. We're waiting to hear back from a few local retailers, but Bryan at Jeffries Hardware says they expect to have them in stock by Wednesday, April 15, and RC Farm Store in Russell Springs has them backordered as well.

Amazon seems to have plenty of this bulb in stock: GE Lighting 49725 25-Watt A19 Party Light, Green.

We also know from personal experience that you can make your own with a regular light bulb and a green permanent marker.

General Assembly to reconvene on April 14, 2020

By Robert Weber, LRC

Frankfort, KY - The Kentucky General Assembly's 2020 session will reconvene on Tuesday, April 14. Both the Senate and House are scheduled to gavel in at NoonET.

By returning to the State Capitol on April 14, lawmakers will resume the legislative session one day later than previously announced. The number of session days has been reduced as a precaution against COVID-19.

When lawmakers reconvene, they can consider overriding vetoes cast by Gov. Andy Beshear. The governor's time to veto recently passed bills expires on April 13. Overriding a veto requires the support of a majority of elected members in each chamber.

In addition to meeting on April 14, lawmakers have the option to convene on April 15, the latest possible day they can meet in regular session this year under state constitution guidelines.

Sec. of State secures federal funds for new election costs

By Miranda Combs

Frankfort, KY - Secretary of State Michael Adams on Wednesday formalized Kentucky's access to approximately $6 million in federal stimulus funds to relieve increased election costs due to the coronavirus outbreak.

"I thank the President and Congress for providing Kentucky with funds in this time of need to help us plan for a successful 2020 election," Adams said. "I respectfully request that Governor Beshear take the necessary action to provide the required state match of approximately $1.2 million."

Adams also called on the Governor to sign House Bill 351, which includes emergency legislation aimed at providing the State Board of Elections flexibility to adjust election procedures during a declared state of emergency.

Easter plans in Adair - a message from CJE Gale Cowan

By Gale B. Cowan, Adair County Judge Executive

In a conference call with Governor Beshear, his office is receiving several calls (at least one from Adair County) related to churches planning services, especially this coming Sunday for Easter.

Let me be the first to say, I wish we could have our regular church services, especially for Easter. But, I have to agree with the Governor on this one and make sure we are not having any inside, in person gatherings.

I for one will still be celebrating our Risen Savior on Easter Sunday, but I will be doing it in my home via Facebook Live. As bad as I have missed going to my own church, I have to say, I have loved being able to go back and view many different services over social media.

If you plan to have a "drive up" or "parking lot" service I ask that you please follow these guidelines:
