Certain that it was 1963 About: Memories of when Columbia was the coldest place in America Billy Joe Fudge, c/o ColumbiaMagazine.com: It was in January of 1963 that Columbia was the coldest place in the nation. I was living in the dorm at Eastern State College (now EKU), and the dorm mother came around to announce it was so cold the girls could wear pants to class. That was an exciting announcement, and I don't think anyone wore a skirt that day. This brings back old memories for me. Dress codes were strictly enforced in those days. Local option petition in Adair: 1,887 signatures needed According to information obtained from the Adair County Court Clerk's office, a wet/dry or moist local option election for Adair County would require 1,887 qualified signatures, equal to one-fourth of the number of voters participating in the 2008 General Election. Were the election to be held for the City of Columbia only, the number is estimated to be approximately 440 qualified signatures. An exact figure for the required number of petition signers for a local option election in the City, only, was not available at the County Court Clerk's office at the time the figures were requested.
