Board member Terry Harvey most critical of Supt. Reed

Terry Harvey, a very popular figure in his home Division 1, the southern most district in the Adair County public school system, is perhaps Superintendent Alan W. Reed's harshest critic. The two had a polite but firm exchange of differences at the September 17, 2015, regular session of the Adair County School Board. Harvey told Superintendent Reed that he had hurt the Ag Department when he reduced the number of Ag teachers in the system. Superintendent Reed reminded Mr. Harvey that he did not reduce the number of teachers from 3 to 2, and is forbidden by statute to do any such thing. The action to change the staffing was taken by the Adair County High School Site Based Decision Making Council. The exchange highlights a major misconception about who has the power. Kentucky law forbids the Superintendent and any member of the School Board to be involved in the hiring, being involved in hiring decisions, for the staffs at the schools. Real and very separate power is vested in the Site Based Decision Making Councils, who are as responsible for the direction of overall school policies as the school administration. Yet, surprisingly few have recognized this reality. Mr. Harvey is passionate in his position favoring Ag Education. The two differ somewhat on the approach. Mr. Harvey favors improvements in the Agriculture Department, but in a more traditional way. Superintendent Reed maintains that he has enhanced opportunities for students entering the field by giving them career paths which will make them more competitive in the agriculture field, pushing new vocational skills. And he is now emphasizing teaching Agri-Business and Plant and Animal Genetics courses. He says it is all about potential opportunities for the students to earn more over a lifetime. - EW
