2012-10-31 - Fountain Plaza, Downtown Columbia, KY - Photo by Ed Waggener. He's now as much an icon of Treats on the Town as Santa Claus is for Christmas. Cotton Candy man Billy B. Pickett prepares another bag as Shannon Rowe, in charge of the the station wagon stash, seated, right waits for the onslaught of "customers." Just before the 5pmCT start time, business was slow, but that was maybe cause the first wave of Trick or Treaters was just starting around the Square in the 200 and 300 Quadrants. The weather is only seasonally chilly, so the Jaycees operating the booth were preparing for 800-1200 kids.
