Scarcely anyone but first responders knew Sunday morning that the Saturday, December 17, 2016 storm, accompanied by heavy rains, produced flooding on Jamestown Street when this culvert again failed to handle the runoff. Such overflows seem to be happening with increased frequency with suspected culprits increased hard surface building on Jamestown, Tutt, and Hurt Streets coupled with decreased vegetation to slow the run off, or perhaps, climate change.
