Columbia City Council - Tue 2 April 2018 Regular Session - REPORT

Last night's City Council Meeting was brief, and fairly light in attendance, but a number of significant measures were advanced and approved. Mayor Curtis Hardwick presided, with five of the six council members in attendance. Sidewalk improvement for nine spot locations around the city came closer to reality with the approval of the engineering contract for the work at locations listed below:



Council awards engineering contract to DDS Engineering of Bowling Green, KY

The council voted 4-0 to award an engineering contract for sidewalk improvements to DDS Engineering, PLLC of Bowling Green, KY for a total contract amount of $6,700.

DDS will provide a set of construction plans for improvements at the following locations:
  1. - G1 Greensburg Street at the Courthouse annex, 2 locations, $600
  2. - G2 - Greensburg Street - Steps at North High Street, $1,200
  3. - G3 - Greensburg Street at Jones Street Curb (2), $600.00
  4. - B1 - Burkesvile Street at Fortune Street Right Side (2) $600.00
  5. - B2 - Burkesville Street at Guardian Street Right Side, $600.00
  6. - B3 - Burkesville Street at Presbyterian Church (3) $800.00
  7. - C2 - Campbellsville Street at Intersection with Lindsey Wilson Street right (2) $900
  8. - C3 - Campbellsville Street before Russell Creek Bridge (4) $800
  9. - H1 - Hurt and Guardian Street Intersection (2) $600.00
The vote to approve came on a motion by Councilor Craig Lasley, with a second by Councilor Linda Waggener, with Councilors Pam Hoots and Craig Dean joining in a vote affirmation and Councilor Ronald Rogers abstaining, explaining at his son is an employee of DDS.

Council votes to offer $5,000 toward Workforce Development

The Council approved the allocation of $5,000 toward a Workforce Development Grant pending notification of the award, on advice of Lake Cumberland Area Development's Judy Keltner. The donation is not required, but Keltner told Mayor Curtis Hardwick that the promise of the donation should enhance the chance that Columbia will get one of 15 awards being made statewide. The grant will be $50,000 he said, and the $5,000 would not be paid unless the city's application is successful. All council members present voted to approve the action on a motion by Councilor Ronald Rogers with a second by Linda Waggener, Craig Dean, Craig Lasley, and Pam Hoots joining in the voice vote.

Council votes to put $1,000 per year toward Roadside Park upkeep

The Council voted unanimously to budget $1,000 per year toward the maintenance of the Roadside Park owned by the Columbia/Adair County Chamber of Commerce on KY 55 South Road after expenditures and needs were explained by Ellen Zornes, Executive Director of the Columbia/Adair County Chamber of Commerce and after Councilor Ronald Rogers asked that the stipend be part of each years regular budget. The vote was unanimous, 5-0. Rogers lauded the selfless work of Richard Phelps, who oversees the park as if it were his own.

Council votes to donate surplus Crown Victoria to BAVFD

The Council voted to donate a surplus Columbia Police Department Crown Victoria sedan to the Breeding Area Volunteer Fire Department. The action came at the recommendation of Chief Jason Cross, who said the vehicle is one of four surplus ones in the fleet. He said that the BAVFD is very helpful, always responding to mutual aid and special requests, and frequently volunteer aid to Columbia First Responders. Councilor Ronald Rogers moved that the donation be made, with Councilor Pam Hoots making the second, and all five council members present, Rogers and Hoots, Linda Waggener, Craig Dean, and Craig Lasley joining in the voice affirmation.

In a letter from the Breeding Area Volunteer Department, Chief Terry Harvey said that the vehicle will have all Columbia markings and blue lights removed and would be replaced with Breeding letters and red lights. The vehicle, he said, would be used to transport members to off-site training as well as an emergency response vehicle.

Council approves $4,000 donation to C/AC Airport Board, if matched

The Council voted to pay half of the cost of a zero turn lawn mower, as requested in a letter from Columbia-Adair County Airport Board Member Perry Parrish, toward the purchase of a zero turn mower, pending a like amount from Adair Fiscal Court. Parrish sent word that the airport would do the mowing itself, rather than contract it, thus saving a significant part of the annual operating budget. The action came on a motion by Ronald Rogers, with a second by Craig Lasley, with a 5-0 voice vote approving the action.

Council has second readings on changes for ACPL

Councilor Craig Dean gave second readings to two ordinances, both relating to zone changes on the city's zoning regulations and Columbia's official zoning districts maps, both of which were unanimously approved on motions by Ronald Rogers with seconds by Pam Hoots, in separate actions. The council had previously approved zone changes the Adair County Public Library property at 307 Greensburg Street, and newly acquired property on Paull Street, into compliance as "P 1 Public Use" areas.

Council approves minutes of March 12, 2018 Special Called Regular Session

The Council unanimously approved the minutes of the March 12, 2018, Special Called Regular Meeting.

The Council heard the concern of Citizen Roy Rademacher asking why there was no opportunity for Citizen Comment in the last meeting which was moved to a different date due to the regional tournament game Adair County High School played in. Mayor Hardwick responded that, by state law, only those items written on the agenda could be taken up. He said that had those wishing to speak at the meeting were to do so before the agenda had been drawn up, stating their topic and proposal, a citizen's comment section could have been legal.

Meeting over in 30 minutes

The meeting was concluded 30 minutes after its start. Those present included Mayor Hardwick, Council Members Craig Dean, Linda Waggener, Ronald Rogers, Craig Lasley, and Pamela Hoots, Clerk Rhonda Loy, Police Chief Jason Cross, Tiffany Hadley, Ellen Zornes, Roy Rademacher, David Wells, and representatives of local media. Absent were City Attorney Dustin Warren and Council Member Mark Harris.

The meeting was open to the public.
