Walking Columbia: Some suggestions for pedestrian safety

Adair Countian now living in California notes that there, driver's handbook says that the pedestrian always has the right of way. (Is that so in Kentucky, as it ought to be, or not)

I thought you might be interested in California's driver handbook regarding pedestrian right of way. The pedestrian always has it! From my distant viewpoint, here's a to do list for Columbia:
  • Install crosswalks at CVS intersection
  • Install crosswalks at C'ville and Fairground Streets intersection
  • Install crosswalks at Best Western (for guests to cross street to restaurants)Redo the traffic signal at Jamestown St. And Tutt St. (Getting the green light going north on Jamestown Street doesn't mean you can go straight onto Tutt Street. Am I the only one confused by this?)
  • Repaint crosswalks on the Square
  • Install speed bumps on the Square
  • Post speed limit on Square (15 mph?)
  • Install speed bumps on Burkesville Street approach to Square
  • Ticket drivers who don't obey the speed limit!
I hope eveyone will forgive me for still worrying about Columbia. It's been almost a year since the house sold, but I guess old habits are hard to break.
