CJE obtains $50,000 CAUD help for Green River Animal Shelter

The effort to save Green River Animal Shelter buoyed by cost-shift project, aided by Columbia/Adair County Utilities work.

By Ed Waggener

Adair County CJE Mike Stephens' announcement of help from the Columbia/Adair County Utilities District for sewer improvements at Green River Animal Shelter, made at the January 2015 regular session of Fiscal Court, were realized at the Thu 15 January 2015 meeting of the CAUD water board meeting. The CAUD board - Robert Flowers, David Jones, Tim Baker, Larry Russell Bryant and Barry Stotts voted 5-0 to authorize a $50,000 expenditure to install a hair grinding pump to enable hookup to the CAUD sewer system. With the sewer hookup, the shelter would no longer be dependent on a rather costly septic tank service. CAUD General Manager Lenny Stone said that engineering work will be done through Ronnie Grant and his company, Bell Engineering, of Columbia, KY.

Efforts are being made on several fronts to lower the $90,000 annual deficit the county pays to keep the shelter operational.

The new system, once in place, will eliminate costs for septic tank services as well as problems attendant to septic tanks.

Broadfront effort is underway

Efforts to bring costs inline for the shelter are underway, including experimenting with lower adoption, costs, augmenting paid staff with volunteers and/or inmates from the Class D Facility, more effective publicity, reduction in travel costs, and more effect "retail" to shorten the time from intake to adoption.

Part of the plan involves, as well faster notification of stray dogs taken in at the shelter, with an aim of faster reunions for pet owners and their pets, lower costs for the pet owners, and as a consequence, reduced populations and care costs for the pets.

The December 2014 GRAS report gives picture of current situation
Intake: 77 animals
Adoptions: 11 animals
To Rescue: 29 animals
Euthanized: 39 animals
Collections: from adoptions, $684; from donations, $85; from rescue, $8. Total: $777.
The Shelter's cost is around $8,500 per month - $100,000 annually, with costs beyond the collections borne in small part by fees from Casey and Green Counties - though Fiscal Court has notified Casey County that their animals will no longer be accepted - and by subsidies from Fiscal Court, which provides the bulk of the shelter's income. The current annual deficit is around $90,000 per year, a figure Judge Stephens and Fiscal Court intend to lower.

Magistrates Daryl Flatt (2) and Sammy Baker (3) are taking suggestions for changes at the shelter.
