Adair Fiscal Court report, meeting August 10, 2010

In last night's fiscal court meeting, Tuesday, August 10, 2010, a decision was made to accept the the low bid of $35,850.78 for a video surveillance system at the Adair County Regional Jail.

The contract was awarded to AAA Systems, a Bowling Green firm which has similar installations in Hart, Grayson, Warren and Butler Counties.



Three other bids, ranging from $48,423.47 to $52,939.83, were received.

The bids were, with lowest first:
  1. AAA Systems, Bowling Green, KY, $35,850.78
  2. Advanced Systems Technology, $48,200
  3. Quality Security and Surveillance, $48,423.47
  4. Advanced Global Communications, $51,939.83
  5. Comstar Systems, $52,298.
A representative of AAA Systems said that work should begin on the system within the next few weeks.

Because of the county's strong financial position, Adair County Judge Ann Melton recommended a lump sum payment for the system. Judge Melton said that financing could be obtained if an unforeseen emergency situation were to arise.

New hiring procedure adopted

On the recommendation of Sixth District Magistrate Joe Rogers, the court adopted a change in policy for new hires.

The resolution instructs the regional jailer and the county judge to submit the names of new hires to the magistrates 14 days prior to the court meeting when they will be considered, unless the hiring is done in an emergency. The vote was 7-0, on the motion by Rogers (6), seconded by Terry Hadley (7).Magistrate Rogers and Hadey also recommended that the availability of job openings be more widely publicized to increase the pool of qualfied applicants.

Hero's welcome for return of A.L. Sinclair

The court warmly welcomed the return of Adair County Solid Waste Coordinator A.L. Sinclair, who has been off duty for several months because because of health problems.

Sinclair told the court that he got through the period only with everyone's prayers, cards and words of encouragement.

Mr. Sinclair told the court that the county litter abatement program is going well. He said that outsiders are taking note of the difference here, remarking that Congressman Hal Rodgers recently told him that he always knows when he arrives in Adair County because the roadsides are so clean here. Sinclair said that Rep. Rodgers told him he wished that all counties in his district were as clean as Adair County.

Sinclair reported that funding for litter programs should be good for next year, and that he is hopeful that the tire amnesty program will receive the state money needed to continue. He said that tire dumps are the biggest remaining litter problem in the county, Sinclair said.

County treasurer reports strong reconciled balance

County Treasurer Barry Corbin reported reconciled balances in all county funds at the end of July, 2010, of $703.732.

The strong balance is remarkable because of the heavy advance payments the county has made for flood damage repair, which will be largely re-imbursed by FEMA and the Commonwealth of Kentucky.

Judge Melton told the court that the August balance is improving with the receipt of state funds for the reconstruction.

Sharmarie Claiborne unanimously approved for position

The court unanimously approved the hiring of Shamarie Claiborne as a part time deputy jailer with a starting salary of $8 and hour, but rejected the recommendation of the Adair County Regional Chief Deputy Eric Antle to hire Lee Ann Roy in a similar position.

The vote on the Roy appointment was 4-3 against, with Danny Goodin (1), Perry Reeder (4), Billy Dean Coffey (5), Joe Rogers (6), and Terry Hadley (7) voting against the recommendation, and Wid Harris (2), Sammy Baker (3), Terry Hadley (7) voting for the appointment.

The jail reported gross billings for the month of July 2010 of $113,613.56, with net billings after the cost of Adair County inmates was deducted of $88,300 for the month.

Rudy Higginbotham gets history making appointment

Judge Melton made the first appointment to the merged city-county utilites board with the re-appointment of Adair County Water Board member Rudy Higginbotham to a four year term on the newly created Columbia-Adair County Utilities District, which now functions to handle all utilities formerly operated by the Adair County Water District, the Columbia-Adair County Water Commission, and the City of Columbia Water and Sewer Departments.

Higginbotham was unanimously approved by the court for the history making appointment.

Lower speeds on Feathersburg RD N.

The court heard a first reading for a 35 mph speed limit on Feathersburg RD N in District Six. The road will also get a "We Love Our Children" sign, but no court action is required for that.

Feathersburg RD N. is off Speck Ridge RD, main street in the Adair County community nearest to Canada.

Second readings approved a stop sign on Brockman RD in District 6 and the court approved a relocation of the entrance to Rice RD in District 6.

Court releases property of Herbert Handy

The court approved the release of a lien on the property of Herbert Handy in the Parrott Avenue Addition and authorized Judge Melton to sign the necessary papers. A number of the releases are now due to be released, all stemming from a project in the area 10 years ago, County Attorney Jennifer Hutchison-Corbin said.

County will apply for Community Block Grant

The court approved a request by Judge Ann Melton to apply for a Community Block Grant for emergency sirens for various parts of the county.

$5,000 donated to dead animal program

The Court approved a $5,000 donation to the Adair County Soil Conservation District for its dead animal removal program, as it has done annually for the past few years.

Judge Melton authorized to hire custodian part-time

The court authorized Judge Melton to hire Libby Moss as a part-time custodian to help with maintenance in the Adair Annex building. Moss will be paid $9.00 per hour, the same rate she receives as for custodial work at the Adair Judicial Center. The move came at the request of Adair County Sheriff Ralph Curry.

Affiliations approved for SAR, Dive team

The court approved affiliation agreements with the Adair County Search and Rescue Team and with the Adair County Dive Team.

The agreements are the same or very similar to agreements in the past.

Court approves flood ordinance amendment

The court approved an amendment to the flood ordinance, reflecting new mapping information received in the past year.

Court approves Doyle Lloyd as chairman

The court approved the appointment of Doyle Lloyd as chairman of the Board of Assessment Review.The court also approved, in three separate actions, payments of $100 each to Board of Assessment Review members Doyle Lloyd, Mike Curry, and Joey Curry.

Other court order actions:

The court unanimously authorized Judge Melton to issue a check to Gale Cowan for $500 for work related to the county's year end settlement. Cowan is the Adair County Finance Officer.

The court also authorized a check for $315 to to Pam Yarberry for deductions for insurance beyond what she should have paid.

Euthanizations at G.R.A.S. top 200

The court received the brief report of the the Green River Animal Shelter for July 2010.

The report showed incoming cats/kittens and dogs/puppies of 265, 40 total adoptions for the month with 35 animals going to rescue.

Euthanizations topped 200 this month, with 209 animals being put to death at Green River Animal Shelter.

The shelter reported $2,225 in total July collections, with July expenses of of $1,867.25, not including the major costs of salaries, utilities, and vehicle.
