State of the City presented by Mayor Hoots

As is the tradition, the Mayor of the City of Columbia gives the Chamber of Commerce address at the February meeting, providing updates of Departmental Objectives, Grants, Public Interaction successes and a look at the future.

Her slide points from Tuesday's presentation follow:


Columbia Gas Department report: Almost 25,000 feet new gas line, Around 70 new services, New regulator station, gas project moving of high pressure line, backup Greensburg Street/school system, Locates from 300 to 800 last year growth.

Gas department grants: ARC (Appalachian Regional Commission) moving of high pressure line/gas line backup $1.2 million project; PHMSA grant replacement of old lines approximate $8 million; EDA/CDBG/ARC Economic Development Project. Approximately 50 new jobs, around $3 million.

Columbia Police Department report: Grants for Body Cameras, Computers (vehicles), Drug Trailer and vehicle; Gun safe; Active in Community - DARE Program, In-service for various agencies, Presentations.

We have with us Officer Travis Bell (computers and vehicles); Officer Trevor Foster (drug trailer); and Chief Evan Burton (body cameras).

School Resource Officer Program report: City has three of the four SROs in the school system, DARE Program, Extracurricular Activities/overtime, Extra patrol as requested, K9 onsite at school, Training required/in-service, Uniforms/Equipment.

Current and Future Project report: Public Restrooms at Citizens Park, Street lights in New Columbia, Pickle Ball Court at City Park, Additional fire hydrants, And your Favorites - Back to School Bash, Truck it Up and Paint the Town.

Current Grants / Funding Application, ARC (Appalachian Regional Commission) gas extension Hudson Street/Greensburg Road working $1.2 million project.

ARC Appalachian Regional Commission), EDA (Economic Development Administration), CDBG (Community Development Block Grant) for economic development/gas extension two phases approximately $5 million.

PHMSA (Pipeline and Hazardous Materials Safety Administration) replacement of old gas lines $8 million.

COPS (Community Oriented Policing Services) grant for assistance with city for the School Resource Officer Program in schools.

Columbia Public Works (Street and Parks) report: Purchased building for maintenance and projects (Community Facilities Grant) through USDA, Around one thousand pickups of brush annually, Paving of city streets, Installation of road tiles, Pick It Up Day.

Film Festival activities on track for 2025: Guests include Jenna Snow Grant, Lance Burton and others - there's another film tentatively on track for this fall.

Special Projects: Street lights Burkesville Street, Restrooms at Citizens Park, Pickleball courts at City Park on Fairground Street, Film festival, Collaborate with hospital recognition of first responder.

Spirit of Columbia Award - Celebration at TJ Health Columbia to recognize the heroes of Columbia for their bravery, generosity, and the strive to go above and beyond.

Tip line in memory of Cally is open to all

The Columbia Police Department substance abuse education trailer includes a framed picture of Cally Paige Wilson McFall (1995-2019) in whose memory the drug Tip Line is provided to the public. The wording around her picture reads, "TIP LINE, To report illegal drug activity call CALLY's Line 270-378-CALY (2259). Callers can remain anonymous. The Tip Line is sponsored by her mother, Stacey Hatcher Bishop of Community Medical Services.

Drug education center at Chamber of Commerce meeting

As a part of the Mayor's State of the City report to the business community at the February Chamber of Commerce meeting, the Columbia Police Department brought the Substance Abuse Education trailer for people to tour. Part of the experience focuses on all the forms illegal drugs can be hidden and trafficked in like a water bottle with an invisible pocket. Common names and signs of abuse are shown. From left are CPD Chief Evan Burton with Officers Travis Bell and Trevor Foster who were giving tours and explanations of each area inside.
