Fiscal Court: Blair Park ownership/management on agenda

- Judge Cowan and Mayor Hoots Comment on Jim Blair Center
- County Rejects City's Proposal for Center


It began in March when the gusty winds of the season floated in a controversial subject which seems to have left both the city and the county scratching their heads for a suitable answer.

Addressed briefly during Tuesday night's fiscal court meeting, it seems as if talks concerning the Jim Blair Center may be far from over.



Judge Executive Gale Cowan read the agenda item as "response to the city's request to take over the parks and rec center". She went on to explain, "The city is proposing to the fiscal court to take over ownership of the Jim Blair Center. I've talked to several in the community and I've talked to some of the magistrates. It'll be my recommendation at this time that we decline this offer."

The Jim Blair Center is jointly owned by the city and county and each budget $30,000 per year for the facility. With less than $34,000 left on the mortgage, it was unclear how the court would vote on the city's offer of simply taking control of the property. Mayor Pam Hoots and Council Member June Parson were in attendance for the meeting.

Without discussion among fiscal court members, a motion was made by Magistrate Sammy Baker to reject the proposal. It was seconded by Magistrate Chris Reeder and carried unanimously.

Judge Cowan would not completely shut the door on future possibilities with the city and added, "I would like to see myself and maybe two magistrates set up a meeting with the mayor and two council members to discuss our options."

Judge Cowan:

At the conclusion of the meeting, Judge Cowan was questioned privately on the matter by Columbia Magazine. In a little more detail, she explained the reasoning behind her recommendation saying, "I don't feel we can just hand it over to them, no fee. They would pay what's owed on it which by now is something just over $30,000."

Though no dates were set, Judge Cowan is hopeful a meeting will take place with the mayor sometime soon in order "to come up with the best option."

Mayor Hoots

Mayor Hoots was asked Wednesday if she had a response to the denied proposal. Later in the day an official "Statement from the Mayor" was sent in an email. It began with, "The City of Columbia presented a proposal to the Adair County Fiscal Court for ownership and operation of the Jim Blair Center in Columbia. This was done following a request from the county for assistance with county funding in various departments."

It went on to say that although the matter was listed on the agenda, Mayor Hoots and Council Member Parson were not given the opportunity to issue a statement to the fiscal court concerning the city's proposal.

The statement was summed up with, "The city's primary concern with this plan is having places in our community for our children and families to enjoy. We thought this would be a win for both governmental entities to be able to do this. As noted, the county declined, which is unfortunate, so we will have to look at other alternatives."

All magistrates were present and include: Chris Reeder (District 4), Sammy Baker (3), Daryl Flatt (2), Harold Burton (1), Billy Coffey (5), Greg Caldwell (6), Terry Hadley (7). Meetings are open to the public.

Fiscal Court votes Blair Park partnership to remain same for now

It took less than two minutes for the Adair Fiscal Court to vote down the city’s offer to take the Jim Blair Center off their hands. Currently the facility is owned and operated by both the city and the county. All magistrates were present: Chris Reeder (District 4), Sammy Baker (3), Daryl Flatt (2), Harold Burton (1), Billy Coffey (5), Greg Caldwell (6), Terry Hadley (7). Meetings are open to the public.
