Phillip Coffey - Deepening Memories

By Phillip Coffey
My first taste of all Organic flavor - drinking sweet milk
Poured from a hanging Galvanized three gallon bucket
Squirted from a small herd of Guernseys into a container
After filtering the drippings from the sturdy barn loft.

All the hay, cats crawling across - searching for game, playing
On my deepening memories of my Father's strong hands
Removing steadily the flow of the liquid from the Bovines.
Loud ringing from the bottom - 'rich' cream, sugar-covered Cheerios.

Kentucky has one of the highest rates of child maltreatment in the nation. Last year there were 16,985 cases of child abuse, neglect and dependency in Kentucky.

Changes underway for Driver Licensing in Kentucky

The traditional trip to the local Office of Circuit Court Clerk is being replaced in many Kentucky counties with a visit to a secure, specialized Driver Licensing Regional Office operated by the Kentucky Transportation Cabinet (KYTC).

Among those making the transition in April will be Adair, Pulaski, and Russell counties. The Office of Circuit Court Clerk in each of those counties will cease nearly all in-person driver licensing services by Monday, April 26, 2021.

The Office of Circuit Court Clerk in Casey, Green, and Metcalfe Counties will cease nearly all in-person driver licensing services on May 24, 2021.

The regional offices, like the newly-opened office in Columbia, are also the only places to get a REAL ID for Kentucky. The offices had been working to offer REAL ID compliant documents in time for an October 21, 2021 deadline. However, Governor Beshear announced on April 28 that Kentucky and other states have been advised by the U.S. Department of Homeland Security that full enforcement of the REAL ID Act is being extended by 19 months, to May 3, 2023.

Circuit clerks in every county except Fayette will continue processing of remotely submitted applications for renewal or replacement of standard-issue licenses and IDs until June 30, 2021.

AG: more than $126M in annual Tobacco Settlement funds

By Elizabeth Kuhn

Frankfort, KY - Attorney General Daniel Cameron has announced that Kentucky received over $126 million in the 2021 annual tobacco settlement payment from the Tobacco Master Settlement Agreement (MSA).

"MSA funds support agricultural diversification initiatives and health and education programs across the Commonwealth," said Attorney General Cameron. "Since signing the agreement, Kentucky has received more than $2.4 billion from tobacco manufacturers, and we ensure that these manufacturers continue to comply with the terms outlined in the agreement."

In 1998, Kentucky joined 52 states and territories in signing the Tobacco MSA, which, at the time, was a historic agreement with major cigarette manufacturing companies. The agreement settled state lawsuits against major tobacco companies for Medicaid costs related to smoking. Each state determines how the funds will be used. In addition to obtaining annual compensation for tobacco-related medical expenses, the MSA seeks to reduce underage smoking and decrease new smokers.

LWC: Spring 2021 Commencement, in-person and remote options

By Venus Popplewell

One year after the COVID-19 pandemic altered the life of people around the world, Lindsey Wilson College announced a plan for spring 2021 commencement that will move the college one step closer to normal operations: a commencement that includes options for in-person and remote celebration.

"Commencement is one of the greatest days of the year at Lindsey Wilson College," said LWC President William T. Luckey Jr. "None of us could have imagined over a year ago the challenges and obstacles our student body would endure as a result of this virus. The class of 2021 deserves to be properly recognized for their perseverance and resilience."

The decision comes after a majority of members from the Class of 2021 voiced their desire to have an in-person celebration.

The current plan will include four ceremonies: three in-person ceremonies to be held on Friday, May 7 through Saturday, May 8, rain or shine, at Blue Raider Stadium, 928 Russell Road, Columbia, KY. Students are assigned to their ceremony based on their major. Graduates who prefer to not commence in-person were given the option to be included in one pre-recorded virtual ceremony which will be delivered via the college's website and social media services.

All in-person ceremonies will be live-streamed for guests who cannot attend.

LCDHD COVID-19 Public Information Brief 4/27/2021

By Amy Tomlinson
Lake Cumberland District Health Department

The CDC and the FDA have approved the resumption of utilizing the Johnson and Johnson vaccine. We will be resuming Johnson and Johnson clinics soon.

We added fewer cases today than for the same time-period last week, so our 7-day average incidence rate per 100,000 went down also. Our 7-day average incidence chart is now showing 1 county in the "green-on-track" range, Cumberland; 5 counties in the "yellow-community-spread" category, Clinton, Green, McCreary, Pulaski, and Wayne; and 4 counties in the "orange-accelerated" range of community-spread: Adair, Casey, Russell, and Taylor. We are thankful to not have any "red-critical" counties now. Keep in mind, some of our 7-day-incidence data will be skewed over the next few days as we are reconciling our data against the state data.

Statewide Testing Positivity Rate: 3.17%.
