Robert Harmon updates legislators on student participation

By Jordan Hensley, LRC

Frankfort, KY - During the 2021 legislative session, lawmakers expressed concerns over virtual public school and its impact on student attendance, participation and performance due to COVID-19.

Today, members of the Interim Joint Committee on Education heard from the Kentucky Department of Education and a few school district leaders on participation in virtual learning throughout the last academic year.

Jessica Carlton, KDE assistant director in the Division of District Support, said 29 school districts were selected at random to submit participation data for one elementary school, middle school and high school within the district. Two out of the three reports, October 2020 and January 2021, have been published so far.

"Participation rates that we've seen were in line with attendance rates that we've seen in the past," Carlton said.

According to KDE's presentation, 11.35% of students in remote learning did not participate on the days selected for the study. Participation was measured by looking to see if a student logged on to meet with their class or teacher or logged on to work on assignments.

Following KDE's presentation, lawmakers heard from leaders from three school districts. Dr. Sally Sugg, superintendent at Shelby County Schools, Robert Harmon, director of pupil personnel for Adair County Schools and Steve Hill, director of pupil personnel at Fayette County Public Schools, all said while there were challenges, teachers worked hard to meet students' needs.

Free virtual Early Childhood Institute June 14-17

Enrollment is limited for professional development for early childhood educators

By Kim Saylor Brannock

Frankfort, KY - The Governor's Office of Early Childhood (GOEC), in partnership with Lakeshore Learning Materials, is taking registrations for a virtual 2021 Early Childhood Institute (ECI) June 14-17 from 6-8 p.m. EDT for early childhood educators. To register for the free professional development opportunity, go to https://www.galthouselive.com.

"A high-quality early care and education system is essential to preparing Kentucky children for learning in kindergarten through college and ultimately for success in the workforce. To support early childhood education, we have to first support and train the professionals who teach children from birth through 5 years of age. That is why it is so important for the commonwealth to offer the Early Childhood Institute," said Gov. Andy Beshear.

The ECI online sessions are limited to 150 participants each night and are targeted to all early childhood educators, including certified and licensed child care, family child care home, public pre-K, Head Start, directors and assistants. Participants may earn up to eight professional development credits free of charge for completing the sessions. Ron Mohl, the lead educational presenter for Lakeshore Learning Materials, will focus on the importance of play in the learning process and the positive impact of early childhood educators on children.

Less than 3 months to sign up for reduced-cost health insurance

By Sebastian Kitchen/Susan Dunlap

Frankfort, KY - Gov. Andy Beshear announced today that more uninsured Kentuckians are eligible for reduced-cost health care coverage under the American Rescue Plan (ARP) Act of 2021.

To take advantage of reduced- and no-cost plans, eligible Kentuckians - both uninsured and current enrollees - must be properly enrolled through the health insurance marketplace at healthcare.gov. The deadline to enroll is Aug. 15.

"Health care is a human right, and increased affordability and health insurance coverage expansion allows historically uninsured communities - especially those who have faced significant health disparities during the COVID-19 pandemic - to access coverage," Gov. Beshear said. "The historic American Rescue Plan is already deeply impacting Kentuckians by ensuring that more of our families get the care they need and deserve."

Through Aug. 15, more than 35,000 uninsured Kentuckians with incomes greater than 400% of the federal poverty level can sign up for a recently launched health insurance marketplace subsidy. Uninsured Kentuckians with incomes between 150% and 400% of the federal poverty level potentially qualify for additional financial support to reduce out-of-pocket costs for Marketplace premiums. Furthermore, through Aug. 15, 7,100 uninsured Kentuckians with incomes below 150% of the federal poverty level can sign up for free health insurance coverage.

Though savings will vary on an individual basis, premiums will decrease on average by $50 per person per month, or by $85 per policy per month.
