Birds of Kentucky: Kentucky Warbler

Kentucky Warbler By Mark Trabue

Kentucky Warbler photo by Mark Trabue, taken at Hardy Lake in Scott County Indiana, May 3, 2010. Click photo to view at Flickr.

Wikipedia has a rather unflattering take on the Kentucky Warbler: The Kentucky warbler (Geothlypis formosa) is a small species of New World warbler. It is a sluggish and heavy warbler with a short tail, preferring to spend most of its time on or near the ground, except when singing.

Luckily, according to an article in the State Journal, the bird was named for Kentucky because that's where it was discovered, not how energetic it is.

AGs fighting Congress on move to weaken state protections

By Terry Sebastian / Crystal Staley

Frankfort, KY - Attorney General Andy Beshear is joining a coalition of Attorneys General to stop federal legislation that would do away with state laws providing safeguards for Kentuckians during many data breaches.

The Data Acquisition and Technology Accountability and Security Act aims to chip away at Kentucky's consumer protection laws that provide Kentuckians data security protections, Beshear said.

"With the increasing threat and ever-evolving nature of data security risks, Kentucky's consumer protection laws, which our office enforces, provide vital flexibility and a vehicle to rapidly and effectively respond to protect Kentuckians," Beshear said. "We cannot allow any federal action to negate our authority."

KY to try Wall of Sound to battle invasive Asian Carp

By Dave Baker
Kentucky Department of Fish and Wildlife

Frankfort, KY - Researchers will experiment with a riverbed bubbler and sound system as part of the ongoing effort to slow the spread of Asian carp throughout the Mississippi River basin.

The Bio-Acoustic Fish Fence (BAFF) creates a curtain of bubbles, and in conjunction with a special sound signal, produces an underwater "wall of sound" designed to deter the passage of fish. The European technology was originally designed to steer migrating salmon back into main river channels. It will be tested below Barkley Dam in western Kentucky as an environmentally friendly way to block passage of Asian carp upstream.

Sen. Wise presented financial literacy bill to Senate Wednesday

The bill was approved in the Senate 35-3. HB 132 passed on a final vote of 88-3 on Wednesday in the House. It has been sent to the governor to be signed into law.

Frankfort, KY - Kentucky public school students would have to satisfy a financial literacy requirement before they could graduate high school under a bill now on its way to the governor's desk.

HB 132 initially passed the House on a vote of 68-24. It was amended and approved by the Senate earlier this week on a 35-3 vote. Sen. Max Wise, R-Campbellsville, presented the bill for a vote on the Senate floor.

"The lack of financial literacy is costing our state money," said Wise. "When people are deep in consumer debt, they tend to file for bankruptcy more often, they are more likely to need state assistance, and they certainly are not adding to the consumer economy when they send the majority of their spending capability in interest payments to out-of-state credit card companies."

Carol Perkins: The quarter for lunch on the kitchen table

She remembers the times when family ate heathily out of necessity . . . money was hard to come by. An extra fifteen cents strained budgets - that's why her request for that amount, in addition to the nickel she saved from her lunch money elicited a strained look from her dad, which wasn't fully interpreted until decades later, when her mother explained, and Carol tells why she asked for a little more than she should have, As a child, my wants were more important than my needs. - CAROL PERKINS
The next earlier Carol Perkins column: Carol Perkins: Of a mice family & The Incident at Susan's

By Carol Perkins

Before leaving for school, I would take my quarter off the kitchen table. This routine continued for five days. My dad laid a quarter, in some form, on the table that was to pay for lunch and a carton of milk in the afternoon. I didn't drink milk, so I used it for a snack or saved it for later when I walked to the square to ride home with my father who worked in town. We lived about a half mile just inside the city limits.
