Deputy Sheriff Joshua Phipps to be added to National Memorial

It's an honor to announce Russell County Deputy Sheriff Joshua Phipps has been chosen for inclusion to the National Law Enforcement Officers Memorial in Washington, DC.

The National Law Enforcement Officers Memorial is the nation's monument to law enforcement officers who have died in the line of duty. Dedicated on October 15, 1991, the Memorial honors federal, tribal, state, and local law enforcement officers who have made the ultimate sacrifice for the safety and protection of our nation and its people.

Each year, the names of officers killed in the line of duty are engraved on the walls of the Memorial. The NLEOMF's 37th Annual Candlelight Vigil will take place on Saturday, May 13, 2025, on the National Mall to memorialize those who sacrificed all for their communities. The 2025 Candlelight Vigil will be livestreamed on YouTube at YouTube.com/TheNLEOMF.

Traveling along in the Omnicoot

Take a look at the cars in this 1970s photo developed from old negatives at the Genealogy Center. Ed Waggener and son Tom are pictured unpacking the small light blue Dodge Omni that the boys had named the "Omnicoot" - they'll have to tell the story of why they felt it should be named that. I'm sure it was for good cause. It was in that car on the way home from Florida, I believe, that Tom and Pen developed ideas around a current events show they'd title Walter Kronphart and the Evening Pews. -- LW

Woodrow Franklin, 76, Russell Springs, KY (1948-2025)

Woodrow Franklin of Russell Springs died on Tuesday, February 18, 2025 at Russell County Hospital. He was 76 years old.

The funeral service will be held at 2pmCT on Sunday, February 23, 2025, at Grissom-Martin Funeral Home, 200 Campbellsville Street, Columbia, KY, with Bro. Ralph Foster officiating. Burial will follow in Columbia Cemetery.

Visitation is requested after NoonCT on Sunday.

State-maintained routes are mostly clear

The Kentucky Transportation Cabinet (KYTC) District 8 crews have completed their snow and ice operations following the recent winter storm. Since Tuesday, crews have worked around the clock to clear roadways after several inches of snow covered the district.

As of this afternoon, February 20, 2025, all state-maintained routes are mostly clear, though some rural roads may still have sporadic slick spots. With extremely low temperatures expected overnight, refreezing is likely, and black ice may develop. Motorists should exercise caution, particularly on less-traveled roads.

Black Ice Driving Tips:
  • Slow down: Reduce your speed and allow extra following distance.
  • Avoid cruise control: Do not use cruise control on icy roads.
  • Look for shiny patches: Black ice often appears as a glossy, smooth surface.
  • Use headlights: Low-beam headlights can improve visibility of icy pavement.
  • Steer into skids: If your vehicle begins to skid, ease off the gas and steer in the direction you want to go.
  • Use a higher gear: Shifting to a higher gear can improve traction.
Snow and ice response teams will remain on standby across the district overnight to address any roadway concerns as needed.

Ruby Jean Downs, 64, Adair County, KY

Ruby Jean Downs, of Columbia, passed away on Sunday, February 16, 2025, at Casey County Hospital. She was 64.

Born on June 26, 1960, in Covington, KY, she was the daughter of the late Howard and Hazel Rodgers Tucker Denson.

Ruby loved being outdoors. She enjoyed fishing, working in her flowers and garden, playing cards, and loved to spend time with her husband and children.

I took an old pair of Guy's boots to church to use as a prop for my children's sermon.

I held up the worn, crinkled, and weathered boots. "Would you buy these?" I asked. "If they were at a thrift store, would you buy for $5?"

You can predict the answer.

Then I asked, "If I gave them to you, would you wear them?"

One darling girl said, "Yes, but they're too big."

Most wouldn't wear, buy, or have them in their closet. My point was coming.

Holland Jane Phelps rescued to a good life

Greg and Bonnie Phelps of Columbia shared the story and picture of their sweet Holland Jane Phelps, a smart and talented dog.

Greg found the touching story and photo of several siblings online, a box of puppies that had been abandoned, dropped off. The little Beagle-Basset mix, humorously referred to as a "Bagle," was the one they bonded with on a visit, and adopted in winter 2021, at Sugarfoot Rescue during the Pandemic.

Adair man faces rape and multiple other charges

An Adair County man faces multiple charges in Taylor County and is being held in the Taylor County jail under a $250,000 cash bond.

Chance P. Taylor, 23, is charged with one count of rape, 1st degree; four counts of unlawful transaction with a minor, 1st degree, under 16; one count of sodomy, 2nd degree; two counts of sexual abuse, 1st degree; and unlawful transaction with a minor, 3rd degree.

Lindsey Wilson College A.P. White Campus closed on Feb 20

Due to hazardous road conditions in the region, Lindsey Wilson College will implement remote learning on Thursday, February 20, 2025, on the A.P. White Campus in Columbia. Students will join classes remotely at the regularly scheduled time.

All non-essential staff offices are closed. Essential staff should report on time: Physical Plant, Roberta D. Cranmer Dining & Conference Center and Public Safety. All other staff should work remotely.
