Robert Wayne Bunch, 63, Edmonton, KY (1957-2021)

Robert Wayne Bunch of Edmonton passed away Thursday, July 8, 2021 at his home. He was 63 years old.

Funeral services for Wayne will be held at 2pmCT on Sunday at Butler Funeral Home, 201 East St., Edmonton, KY, with interment to follow in the Missionary Mound Cemetery.

Visitation will be held from 9:30amCT on Sunday until time for the service.

General and Road Fund receipts reported for FY2021

General Fund receipts increase by 10.9 percent for a record surplus
Road Fund receipts increase by 10.1 percent

Frankfort, KY - The Office of State Budget Director reported on Friday that Kentucky's General Fund receipts rose well above expected levels for the fiscal year that ended June 30, 2021 (FY21). General Fund receipts totaled $12.8 billion, which is a 10.9 percent increase over FY20 collections. General Fund revenues exceeded the budgeted estimate by $1.1 billion. Road Fund revenues totaled $1.6 billion, 10.1 percent over last year resulting in a $64.6 million revenue surplus.

State Budget Director John Hicks noted that General Fund revenues for FY21 set many milestones. "The FY21 General Fund revenue surplus is over $1.1 billion, the highest ever by a multiple of three. The revenue surplus will be deposited into Kentucky's Rainy Day Fund, the Budget Reserve Trust Fund, bringing it up to nearly $1.9 billion, or over 16 percent of General Fund spending. The $1.9 billion balance is up from just $303 million at the end of last year. The final surplus amount will be known once the accounting records for expenditures are completed later this month.

General Fund receipts grew by 10.9 percent in FY21, the highest annual growth rate in 26 years. Kentucky's economy has been recovering and income and consumption growth have followed, at a much greater pace than expected. The forces of vaccination progress, federal government aid to individuals and businesses, and employment growth have all contributed to an improved Kentucky economy. All three of the largest tax areas, individual income, sales, and business tax receipts, which account for 80 percent of total General Fund receipts, grew significantly.

Adair County Middle School football

Adair County Middle School will begin football practice on Monday, July 12, 2021. We will begin with a mandatory parent meeting at 5:30pmCT at the field house, 224 Gen John Adair Dr., Columbia, KY (directly behind the band building). Practice will follow immediately after.

All student athletes must have a completed sports physical in order to participate. Other paperwork can be completed on site. Parents/guardians should have insurance and social security information on hand. Any student going into grades 6-8 for the 21-22 school year is eligible to play.

Carol Perkins: Seafood Buffet

Previous Column: A visit with the grandsons

On my recent trip to Texas, I joined my daughter-in-law's mother and her friend for a trip to a Winstar Casino in Oklahoma, supposed to be the largest in the world. We met later that night at the buffet.

As we were eating, we noticed a guy sitting next to us wearing bib overalls. It was seafood night at the casino, and we were amazed at how many trips he made to the seafood section. His plate was piled high with an assortment of crab legs, shrimp, clams, and whatever else was there. (I'm not a seafood person). The food then quickly disappeared.

I wondered how he was cleaning his plate so fast until I saw something that made my jaw drop.

Legislators explore reducing the cost of local jails

Frankfort, KY - As jail populations increase in the Commonwealth, so do jail expenses.

Members of the Interim Joint Committee on Judiciary heard testimony from the Vera Institute of Justice today on how the average Kentucky county spent more than $3.3 million, or 15% of its budget, on jail expenses. In the 2019 fiscal year alone, Kentucky counties spent more than $402.3 million on jails.

Vera Research Associate Beatrice Halbach-Singh said that Kentucky's overall jail population shrank 28% last year due to efforts to reduce the spread of COVID-19.

According to the presentation, this showed how money is saved when people who are charged with low-level, non-violent offenses and who pose no threat to public safety are allowed to wait for trial at home.

Adams to testify before Congress

Frankfort, KY - Kentucky Secretary of State Michael Adams will testify at 1pmET on Monday, July 12, 2021, before the U.S. House Committee on House Administration, which has jurisdiction over federal election legislation. The scheduled hearing is titled "The Elections Clause: Constitutional Interpretation and Congressional Exercise."

Adams is the only Secretary of State in the country selected to present to the committee.

"I'm proud to be a prominent national voice in the Republican Party on election policy," said Adams. "I'll share with Congress how in Kentucky we've made it easy to vote and hard to cheat."

Adams will appear virtually from the State Capitol. Live viewing can be found on cha.house.gov and on YouTube.

This is the second time Adams has addressed a U.S. House committee during his term as Secretary of State.
