LCDHD COVID-19 Public Information Brief 5/12/2021

By Amy Tomlinson
Lake Cumberland District Health Department

Unfortunately, we now have no counties in the "green-on-track" range, and 2 other of our counties moved from "yellow-community-spread" to "orange-accelerated". We also have a couple of counties bordering on returning to "red-critical". Thus, our 7-day average incidence chart is now showing only 3 counties in the "yellow-community-spread" category, Clinton, Cumberland, and Wayne; and 7 counties in the "orange-accelerated": Adair, Casey, Green, McCreary, Pulaski, Russell, and Taylor.

For the first time in several days, we are able to report fewer new cases today than for the same time period last week. This caused our districtwide 7-day-average-incidence rate of new cases per 100,000 to go down slightly. This is still a high number of new cases and is not surprising since our COVID-19 vaccine uptake rate is lower than the state average in all 10 of our district's 10 counties. Our citizens need to take the vaccine, which is safe and very effective. Of our almost 18,000 new cases since the vaccine started becoming available, almost 99% of them had not taken any doses of the vaccine. The statistics are even better for those who have been fully vaccinated.

Statewide Testing Positivity Rate: 3.08%.

FCC offering eligible Kentuckians an internet discount

Program also provides discount on one-time purchase of a computer, laptop or tablet

By Crystal Staley/Sebastian Kitchen

Frankfort, KY - Today, Gov. Andy Beshear encouraged eligible Kentuckians to apply for a newly available discount through the Federal Communications Commission (FCC) to help temporarily reduce their cost of home internet services.

The $3.2 billion Emergency Broadband Benefit program, established by Congress last year in response to ongoing economic hardships caused by the pandemic, provides a temporary discount of up to $50 per month toward broadband service for eligible households. The benefit also provides discounts up to $100 per household toward a one-time purchase of a computer, laptop or tablet, if the household contributes more than $10 but less than $50 toward its purchase from a participating broadband provider.

"Now more than ever, Kentuckians need reliable internet access to stay informed and connected to school, work, family, church, health care and other critical services," said Gov. Beshear. "By providing some temporary financial assistance, this program may be what allows eligible Kentuckians to retain their service and remain online as we defeat COVID-19."

Kentuckians can apply today through participating broadband providers or at getemergencybroadband.org.

Official Order intended to speed petroleum supplies to areas affected by Colonial Pipeline shutdown

By Naitore Djigbenou/Chuck Wolfe

Frankfort, KY - Kentucky Transportation Secretary Jim Gray has signed an official order temporarily suspending certain restrictions on motor carriers engaged in transporting petroleum products and ethanol to states affected by the shutdown of the Colonial Pipeline Co. transmission system.

"Many states are working in concert to minimize the disruption of fuel supplies," Secretary Gray said. "Our Cabinet is doing its part to help ensure that needed relief gets to the affected areas."

The order is effective through 12:01 a.m. Eastern on June 11, 2021 and may be extended, if needed. It temporarily relieves commercial drivers from maximum driving times and weigh station stops if providing response to affected areas.

Students could win $500 in FAFSA Challenge

Frankfort, KY - Eight Kentucky high schools and four 2021 Kentucky high school graduates will win $500 from the Kentucky Higher Education Assistance Authority (KHEAA) this summer for participating in the FAFSA Completion Challenge.

Complete details about the challenge are available on kygoestocollege.com.

"The FAFSA is the Free Application for Federal Student Aid, which students must submit to receive financial aid from either the federal or state government. Anyone interested in education beyond high school needs to complete and file the FAFSA," Gov. Andy Beshear said. "Education is key to a better future and we need more Kentuckians with postsecondary training or degrees as we grow our state's economy. I urge all 2021 graduates to explore and seriously consider education after high school, because it can help you reach your financial and personal goals."

The challenge is a statewide campaign to increase the number of students who submit the FAFSA. The fastest way to file is to visit https://studentaid.gov and choose Apply for Aid.

Lindsey Wilson College holds first-ever outdoor commencement

It was an exciting weekend for the Lindsey Wilson College Class of 2021. For the first time in college history, commencement exercises were held outdoors. The three ceremonies, held at Blue Raider Stadium, took place on the 50-yard line with folding chairs positioned six feet apart to comply with social distancing guidelines.

This was the first in-person commencement held since the COVID-19 pandemic began in March 2020.

"I know one of the biggest disappointments for our students was the College's decision to forgo in-person commencement exercises because of the pandemic," said LWC President William T. Luckey Jr. "With guidance from the CDC, the local health department and with what we have learned over the past year -- we were confident we could hold this graduation safely while at the same time celebrating the outstanding accomplishments of our graduates."

Over the span of three days and four ceremonies, including an optional virtual ceremony, Lindsey Wilson College awarded a total of 260 graduate and undergraduate degrees. Combined with the 363 degrees awarded in December at winter commencement, the Class of 2021 was a total of 624 graduates.

The Whitehurst Diaries: Willis-The-Cat, Then and Now

By Sharon Whitehurst

Turning the calendar page to September, 2010, did nothing to lessen the intense heat and humidity of our first Kentucky summer. Locals reiterated, almost in apology, 'summers aren't usually this hot!'

With the summers of our native Vermont and the brief mountain summers of Wyoming for comparison we only knew it seemed we had been planting, weeding, harvesting and canning through an interminable span of sweltering weather.

A small maple outside the garden fence cast a spill of filtered shade in the area where I scratched about with a hand tool, attempting to encourage a late planting of beets, pulling soil around the stems of broccoli and cabbage. Nearby the tortie barn kittens, Sadie and Sally, chased each other through the hedge of blackberries.

Kentuckians donate $721K on Kentucky Gives Day

Lexington, KY - Kentuckians donated $721,385 to 219 nonprofit organizations participating in the ninth annual Kentucky Gives Day online giving campaign. The total was a welcome increase from the 652,352 raised during the 2020 event.

Kentucky Gives Day has raised $3.49 million by participating nonprofits in the nine years since it was launched by Kentucky Nonprofit Network, the state association of nonprofits. The 2021 event brought together 3478 online donors who made 4192 gifts - all through a single website, www.kygives.org.

"The pandemic has put an incredible strain on nonprofit organizations - they've faced unimaginable challenges. And yet, they continue to step up to meet community needs," said Daniellle Clore, CEO of Kentucky Nonprofit Network.

LCDHD COVID-19 Public Information Brief 5/11/2021

By Amy Tomlinson
Lake Cumberland District Health Department

Our 7-day average incidence chart is now showing 1 county in the "green-on-track" range, Clinton; 4 counties in the "yellow-community-spread" category, Cumberland, Green, McCreary, and Wayne; and 5 counties in the "orange-accelerated" range of community-spread: Adair, Casey, Pulaski, Russell, and Taylor. We are thankful to not have any "red-critical" counties now. Keep in mind, some of our 7-day-incidence data will be skewed over the next few days as we are reconciling our data against the state data.

We report more new cases today than for the same time period last week. This caused our districtwide 7-day-average-incidence rate of new cases per 100,000 to go up. This continues a multi-week streak of increasing cases for our area. This is not surprising since our COVID-19 vaccine uptake rate is lower than the state average in all 10 of our district's 10 counties. Again, this serves as a reminder that the pandemic is not over, and that our citizens need to take the vaccine. The vaccine is very effective. Of our almost 18,000 new cases since early January, only 1.18% of them had taken at least 1 dose of the vaccine. This means that almost 99% of our new cases since the vaccine started becoming available were among people who had not taken any doses of the vaccine. The statistics are even better for those who have been fully vaccinated.

Statewide Testing Positivity Rate: 3.15%.
