Deadline approaching for funding for child care providers

By Susan Dunlap

Frankfort, KY - Gov. Andy Beshear and the Kentucky Cabinet for Health and Family Services (CHFS) are thanking the state's child care providers and reminding them of safety regulations, key resources and upcoming deadlines for financial assistance, including one available to all regulated providers.

Gov. Beshear said that since 117 of 120 Kentucky counties are now in the "red zone" - having an average of 25 or more positive COVID-19 cases per 100,000 residents - it's even more important for providers to follow regulations to help stop the spread of the virus.

"Every day in my COVID-19 report, I have the painful responsibility to announce the number of new cases and deaths across the state," he said. "While we are grateful that, with rare exceptions, COVID-19 is not fatal for our children, we must remember that positive children with mild or no symptoms of COVID-19 can spread it to others - parents, grandparents - who may be far more vulnerable. The safe and measured strategies we have established for child care providers are proven to keep families healthy and save lives."

Kentucky has allocated more than $67 million in Coronavirus Aid, Relief and Economic Security (CARES) Act funding to child care providers this year. Funds have helped pay for operational costs and fund PPE and sanitation supplies.

Two more opportunities for CARES Act funding are still available for providers.

Federal labor rules end extended unemployment aid

By Kevin Kinnaird

Frankfort, KY - The U.S. Department of Labor (USDOL) has decided to abruptly end extended unemployment insurance payments for Kentuckians. Extended benefit payments for 4,723 claimants will cease this weekend due to federal rules.

The Kentucky Labor Cabinet received notification yesterday from the USDOL that the state's insured unemployment rate (IUR) - the number of people currently receiving unemployment insurance as a percentage of the labor force - had fallen below the threshold for the state to continue administering extended UI benefits (EB). Kentucky's 13-week IUR for the week ending November 7, 2020 was 4.67 percent which is below the 5.00 percent threshold necessary to remain on EB. The EB period for Kentucky will end on November 28, 2020, and the state will be barred from distributing EB for a minimum of 13 weeks.

Kentucky Gov. Andy Beshear said Kentucky families are struggling and hurting financially, but he has no recourse to reverse the federal agency's decision.

Governor: Kentuckians can prevent Thanksgiving surge

By Crystal Staley/Sebastian Kitchen

Frankfort, KY - Today, Gov. Andy Beshear reminded Kentuckians that COVID-19 cases are already surging across the commonwealth and the entire nation. The virus' exponential growth could accelerate further after the Thanksgiving holiday if our families don't celebrate differently this year.

"The number of people we lose is compounded when community spread is as high as it is and when it overwhelms the health care capacity of a state or region. This is happening in real time across the country," said Gov. Beshear. "It's starting to happen here in Kentucky. If we do not stop the exponential growth of cases, we will exceed our health care capacity. We will experience more loss and more death than we have to."

Kentuckians should avoid travel and only have dinner with people who live in their household, or at a maximum, people from two households (no more than eight people total).

"Protect your family at Thanksgiving this year so they will be here at Christmas next year," said Gov. Beshear.

Changes on the Square: The Hutchison Building, 1931

By JIM

J.T. Page, a wealthy landowner who lived just off the square on Campbellsville Street, died intestate in 1926. He had no lineal heirs, so his many properties were divided among his four closest living relatives: his widowed sister, Mary Jane Blakeman, who had lived with Mr. Page for decades; his brother, Dr. Lafayette Page, of Indianapolis; his niece, Elma Page Fraser, of Columbia; and his nephew, Paul Azbill, then a resident of London, England.

Mr. Page's landholdings included the five lots comprising the octant of the Square from the exit corner of Campbellsville Street to the Well Walk in the east corner. His brother, Dr. Page, wound up with the lot one removed from the east corner.

Apparently Mr. J.F. Patteson bought this property from Dr. Page in the fall of 1928. Several months later, a brief article in mid-July 1929 stated that Mr. C.R. Hutchison had purchased the lot from Mr. Patteson; that the frame structure thereupon, at one time occupied by Sam Lewis' produce house, had been razed; and that Mr. Hutchison was "rapidly pushing the work for his new building." The following month a very short blurb mentioned that work on it was "progressing nicely."

Little if any mention followed until November 12, when the paper informed readers:
"Mr. C.R. Hutchison has moved his hardware and grocery store from the Russell Building into their new quarters on the East side of the square.

"Mr. Hutchison has erected a handsome new store building which is built in connection with Mrs. J.F. Patteson's new building. They are now ready for business in the new store which is complete in every detail."

Gardening grew in popularity this summer

By Sean Southard

Frankfort, KY - This summer, Agriculture Commissioner Dr. Ryan Quarles encouraged people to get their hands dirty and get in touch with their agricultural roots. The Kentucky Department of Agriculture (KDA) teamed up with the University of Kentucky's (UK) Cooperative Extension Service and Kentucky's Nutrition Education Program (KYNEP) to motivate Kentuckians to plant a Victory Garden and enjoy the fruits and vegetables of their labor.

"Since starting the Kentucky Hunger Initiative years ago, the Kentucky Department of Agriculture had kicked around the idea of a new agricultural education effort to encourage Kentuckians to grow their own victory gardens," Commissioner Quarles said. "With people spending more time at home during the coronavirus pandemic, this seemed like the perfect opportunity to sprout this idea."

Garden surveys around the state show the idea took root, with about 45 percent of garden growers saying this summer was their first time growing a garden, whether standard or container. That percentage is up from the 2019 survey that showed 34 percent of respondents were first-time gardeners.

LCDHD: Hospitalizations have accelerated

LCDHD COVID-19 Public Information Brief 11/23/2020

By Amy Tomlinson
Lake Cumberland District Health Department

Not only are deaths on the rise, so too are hospitalizations. We have a record number of hospitalized cases today, 67. Also, all 10 or our district's 10 counties remain in the "red-critical" range of community-spread.

To help understand exponential growth, keep this in mind. It took Lake Cumberland 168 days to get to 1% of our total population having tested positive; 55 additional days to get to 2%; and 21 days to get to 3% of the population having tested positive.

It took 66 days to get to 25 deaths; 88 additional days to get to 50; 53 more days to get to 75; and 31 days to get to 100 deaths.

It took 125 days to get to 100 hospitalizations; 42 additional days to get to 200; 48 more days to get to 300; and 24 to get to 400 total COVID-19 related hospitalizations.

In summary, while our growth rate has continued to progressively pick up steam, for deaths and hospitalizations, there was a slow-down along the way, but both have really accelerated of late. The hospitalization rate is particularly alarming since we desperately do not want our hospital infrastructures to become overwhelmed. If they do, it will not only be COVID-19 patients not getting appropriate care, but patients needing other services as well.

We continue to call upon all of our community leaders and citizens to face this challenge with the utmost seriousness before our medical infrastructures are compromised.

Hazardous waste removed from Adair by EEI team

By Bridget Compton
Adair County Solid Waste Coordinator

We are very fortunate to have received the grant that allows us to work with EEI (Environmental Enterprise, Inc) from Cincinnati. I can confidently say this team takes hazardous waste out of our community, repurpose and dispose of it efficiently and safely.

I cannot brag enough on this team they are educated and organized and we always have a successful event. They travel all over the US doing these events and most of the oil collected is repurposed. They have had many surprising experiences.

Not here, but at one collection they report having received a barrel of chemicals with a human head in it that was sent to the coroner for further inspection. It turned out to be a really good movie prop.
