CU will return to face-to-face operations for fall term

By Joan C. McKinney

Campbellsville, KY - Campbellsville University President Michael V. Carter announced on Thursday that the university will begin face-to-face in-classroom instruction for the fall 2020 semester.

Carter said this will be done in accordance with national and state health regulations.

"Students deserve an opportunity to pursue an education, and we will be ready to meet their needs," Carter said. "Campbellsville University has weathered storms throughout her history and she will persevere during this COVID-19 tempest as well."

Carter said the decision was made after much counsel including information gained from the Staged ReOpen Committee (SRC), a university group determining steps in reopening the university.

Birds of Kentucky: Field Sparrow

2020-05-07 - Jefferson Co., KY - Photo by Pen.
According to the Wikipedia entry for Spizella pusilla, "The male sings from a higher perch, such as a shrub or fencepost, which indicates his ownership of the nesting territory. The song is a series of sad whistles ending in a trill, often compared to the accelerating sound of a bouncing ball."

By Crystal Staley/Sebastian Kitchen

Frankfort, KY - Gov. He also updated Kentuckians on expanded testing, utility scams and federal support and funding.

"We have been up against big adversaries here in Kentucky. We are going to succeed against this adversary as well," Gov. Beshear said.

KDA Announces New Produce Safety Rules For Kentucky Growers

Sign-up deadline Is Saturday, May 9, for first Grower Training Course on June 9

By Sean Southard

Frankfort, KY - Under legislation passed by the Kentucky General Assembly earlier this year, the Kentucky Department of Agriculture will begin implementing new produce safety rules across the Commonwealth.

"I wish to thank members of the General Assembly for passing House Bill 420, which allows the Kentucky Department of Agriculture (KDA) to serve as the primary agency for these rules instead of the Food and Drug Administration in Washington," said Agriculture Commissioner Dr. Ryan Quarles. "The new law eliminates the need for federal inspection of our produce farms and places inspectional oversight under KDA field representatives who work in cooperation with the University of Kentucky (UK) and the Kentucky Food Safety Branch. In short, producers will be working with Kentuckians who know them and know Kentucky agriculture."

Congress passed the Food Safety Modernization Act, a law that tasked the U.S. Food and Drug Administration with implementing new food safety protocols aimed at increasing food safety across the nation. States are able to enter into a cooperative agreement with the federal government to implement the rule.

Walmart offers first ever online grocery pick up here

By Linda Waggener

Walmart Of Columbia announced the first ever online grocery pick up at the Columbia store.

Their banner ad will pop in and out of the news on Columbiamagazine.com this week with a handy link jumping directly to the grocery site.

I am giving the new service a try, starting by having a family member who knows all about such things to download the Walmart app onto my cell phone. From the app, ordering was a snap.

When I finished shopping, I noticed that there was an automatic check mark beside each item on my shopping list indicating that they could make a substitute if it was out of stock. I unchecked a few of the items that I would not want a substitute for.

Two years early, KY hits key target on STEM+H degrees

By Sue Patrick

Kentucky's public universities chalked up another win for workforce readiness in 2018-19, surpassing a major milestone for bachelor's degrees in high-demand STEM+H fields - science, technology, engineering, math and health care.

The state's strategic plan, "Stronger by Degrees," called on universities to produce at least 6,620 STEM+H degrees annually by the 2020-21 academic year. However, campuses have reached that goal two years early.

According to the latest progress report from the Kentucky Council on Postsecondary Education (CPE), public universities awarded 6,685 such degrees last year. That's up 2% over 2017-18 and 31% over the past five years.

KDFW: Most problems involving bears are preventable

From Kentucky Department of Fish and Wildlife

Frankfort, KY - The arrival of spring means bear activity is on the rise in Kentucky. An increase in activity can also mean an increase in bear complaints.

The need for bear awareness extends beyond the mountains of eastern Kentucky as the state's bear population continues to expand. Young male bears instinctively disperse from their home areas and wander widely in the spring and summer. It is possible to see a roaming bear anywhere in the state.

For those experiencing problems, it may be easier to make some simple adjustments rather than trying to change the bear's behavior. Most bear problems center around food. To a bear, garbage or an open dumpster can equate to a quick and easy meal. Even food scraps thrown to bears in parks can create a problem.

Letter: final answer about two tower mystery

Re: Where's the second water tower in the picture?

The second water tower in the mystery photo is in Sparksville.

It turns out that Billy Joe Fudge had answered the question about where the second water tower was back in 2012. He sent his link from Columbia Magazine archives of his "Kentucky Color" feature map ... making the answer clear, when you draw a line from the Lindsey Wilson and Bomar Heights Water Towers, following that line on to the Southwest, it intersects to within a few feet the Walmart and Sparksville Water Towers.

The 2020 photo was taken from beside the Bomar Heights Water Tower, looking south and west along Hwy 61, to show the New Columbia tower at Walmart looking like it was sitting in the tree tops. When the photo was processed, it clearly showed another modern tower in the distance, and that created the question.

State receipts drop due to coronavirus, delayed tax deadline

General Fund receipts decreased 33.6 percent, year-to-date down 1.2 percent. Road Fund receipts decreased 30.1 percent, year-to-datedown 1.4 percent.

By Greg Harkenrider

Frankfort, KY - The Office of State Budget Director reported today that April's General Fund receipts dropped precipitously due to the impact of the novel coronavirus and the movement of the income tax filing deadline to July 15. Collections fell 33.6 percent, or $432.9 million, compared to April of last year. Nearly 90 percent of the decline was from individual and corporate income taxes. Total revenues for the month were $857.0 million, compared to $1,289.9 million received during April 2019. Receipts have now fallen 1.2 percent for the first ten months of FY20. The Office of State Budget Director recently released an unofficial General Fund revenue estimate for FY20 that called for a revenue shortfall of between $318.7 million and $495.7 million.

State Budget Director John Hicks noted that impacts from COVID-19 and delayed income tax filing deadlines have combined to result in much lower state tax revenues for the month of April. "The economy has been hit hard by policies necessary to limit the spread of the virus and to save lives. The decline in individual income tax receipts was also greatly influenced by the movement of the tax filing deadline from April 15 to July 15. Withholding income tax receipts and sales tax receipts are most indicative of the effects of the economic conditions, declining by 7.5 percent and 6.4 percent, respectively. April's Road Fund receipts dropped by $43.9 million or 30.1 percent, with the usage tax from vehicle sales falling by 60.1 percent and motor fuels tax by 11.8 percent."

"Looking ahead to the last two months of the fiscal year, the economic consequences of job losses, impacts on business, and significant curtailment of consumer activity are expected to continue. The Consensus Forecasting Group will be revising the FY20 official revenue estimates for the General and Road Funds in May. The new estimate will guide the actions of the Governor in balancing the current year's budget."

Teacher's Thoughts spring semester 2020 - Sheila Huff

By Sheila Huff, Teacher
Adair County Elementary School

I am so thankful to be teaching at Adair County Elementary School. God put me exactly where I was meant to be.

ACES has the most amazing staff and students, and I am truly blessed to be part of this school.

This semester has definitely been different and hard. I never thought when we left on March 13th that we wouldn't be together again as a classroom. If I had known I would have hugged them more that day, studied their faces, looked at their smiles, and made sure they knew that I love them.

This semester has left me longing for closure with the kids I left that day in mid March. I know they are all doing well and blessed to have this extra time with their family, but I sure do miss them.

I do know for sure that God is in control and we will all get through this.

(All our teachers and staff are invited to share thoughts about the 2020 spring semester - the time the Coronavirus changed school.)
