General Assembly overrides budget vetoes

By Robert Weber, LRC

Frankfort, KY - The General Assembly on Wednesday voted to override Gov. Andy Beshear's vetoes of portions of a one-year $11.3 billion state Executive Branch budget.

All 18 gubernatorial vetoes to the state budget bill, or House Bill 352, were read by bill sponsor and House Appropriations and Revenue Chair Rep. Steven Rudy, R-Paducah, before he called the House to cast a single vote to override the vetoes. That vote passed, 57-33. In the Senate, the vote to override the vetoes on HB 352 was 27-7.

Supporters of the governor's vetoes to HB 352 cited the need to give the governor more flexibility to address budget uncertainties in the face of a viral pandemic that has forced massive unemployment in Kentucky and nationally.

The governor has cited a rising number of unemployment claims as one reason he vetoed language that he has said could limit the ability of state agencies to address the crisis.

LCDHD: Why we're assuming the virus is already widespread

The assumption that COVID-19 is already widespread is made because of the number of confirmed cases from the limited testing so far, and the knowledge gained from other locations on how very, very easy it is to spread person-to-person.

By Jelaine Harlow
Lake Cumberland District Health Department

We believe and work with the premise that COVID 19 is widespread, because that assumption is the best way to protect the health of our community. Although the risk of severe illness may be different for everyone, anyone can get and spread COVID-19. Everyone has a role to play in slowing the spread and protecting themselves, their family, and their community. (CDC.gov)

The Lake Cumberland District Health Department (LCDHD) at the current time has experienced 115 Positive/Presumptive Positive cases in our 10-county district.

Regardless of the confirmed case count for any Lake Cumberland County, we believe COVID-19 to be widespread. LCDHD is working with the Kentucky Department for Public Health to identify and contact all those who may have come in contact with the confirmed cases.

Letter: Winters

Marcus Pierce writes:
It was fun seeing the snow flurries today but in Cumberland County the best place to see snow was on the ridge near Dale Hollow State Park. My daughter Allison Shaw sent me a short video and the snow was big fluffy flakes.

Someone at home commented that it was Locust Winter and Dogwood winter combined and I tend to agree because on my way to Columbia tonight I saw several Locust trees beginning to bloom. Just my observations on a cold and beautiful Spring! Everybody stay safe! --Marcus

KSP post 15 recognizes Public Safety Telecommunicators

By Tpr. Nick Hale

Since April 12-18 is National Public Safety Telecommunicators week, people all across the U.S. are expressing their gratitude to more than 200,000 individuals who are referred to as the "heroes behind the headsets." Dispatchers provide a lifeline between citizens in need and officers in the field. Although citizens may never see them, they play a critical role in keeping law enforcement and citizens safe 24/7.

Kentucky State Police Post 15 wants to take a moment to show our appreciation to the eight dispatchers we have, who very seldom get the recognition they deserve:
  • Randy Adams from Somerset
  • Heather Reliford from Columbia
  • Tammy Bunch from Columbia
  • Zack Giles from Columbia
  • Miranda Luttrell from Russell Springs
  • Julie McDonald from Liberty
  • Jamia Benningfield from Campbellsville
  • Zane Bemis from Campbellsville
In 2019 Post 15 telecommunicators answered over 20,000 calls for service. KSP telecommunicators not only dispatch for Troopers but also for Commercial Vehicle Enforcement, Fish and Wildlife, ABC, and the KY Dept of Agriculture.

These guys and gals are the TRUE first responders who also work holidays, sacrifice time with family by missing ballgames, birthdays, holiday gatherings, work nights, and weekends, and deal with some of the most unimaginable tragedies.

Preliminary March 2020 unemployment report

Note that March survey reference periods for both surveys pre-dated many coronavirus-related business and school closures that occurred in the second half of the month. These numbers likely reflect only a portion of COVID-19's effect on the economy.

By Mike Clark/Patrick Harp

Frankfort, KY - - Kentucky's seasonally adjusted preliminary March 2020 unemployment rate was 5.8 percent, according to the Kentucky Center for Statistics (KYSTATS), an agency within the Education and Workforce Development Cabinet (EWDC).

The preliminary March 2020 jobless rate was up 1.6 percentage points from February 2020 and up 1.6 percentage points from the 4.2 percent recorded for the state in March 2019. The U.S. seasonally adjusted jobless rate for March 2020 was 4.4 percent, up from 3.5 percent in February 2020, according to the U.S. Department of Labor.

State working on comprehensive testing plan

By Crystal Staley/Sebastian Kitchen

In his afternoon update on Wednesday, Gov. Beshear announced the first stage of a unique testing regime, starting with frontline health care workers, that is designed to save lives and get people back to work.

The Co-Immunity Project is a collaboration among the State of Kentucky, Louisville Metro Government, the Christina Lee Brown Envirome Institute and several major health care companies through the Louisville Healthcare CEO Council.

The project will focus on comprehensive testing, centered on antibodies and developing donor plasma resources.

"It will test for antibodies for those who have been infected in the past and may have developed immunity," the Governor said.

Gov. Beshear said we are unleashing the capabilities of a special asset we have in our state, the Louisville Center for Predictive Medicine, which has state-of-the-art facilities for BSL-3 biocontainment research.

Local church, businesses donate supplies

By Wes Feese

Brown & Brown Dealer Services is joining Bank of Columbia and 3trees Church in a local effort to fight against COVID-19.

3trees Pastor Eric Gilbert announced at his church's Wednesday web service that the three organizations will give 2,000 surgical masks and 18 gallons of hand sanitizer to be distributed to healthcare facilities and providers in Adair County.

"With the recent outbreak in this community, where our teammates live, we all wanted to do something to help," says Mike Neal, president of Brown & Brown Dealer Services, a division of Brown & Brown Insurance. "So we're grateful we ran across the opportunity to get these supplies to the nursing home, to the hospital, to our paramedics, to all our friends and neighbors on the front line of this. Columbia is home base for us and we care about our friends and families."

"We're all in this together," adds Bank of Columbia President Mark Dykes. "This is a community where we look out for each other so we want to do anything we can--big or small."

Adair County Sheriff Josh Brockman and Emergency Management Director Mike Keltner received the supplies Wednesday night and will distribute them to the facilities, healthcare workers, and first responders as needs arise.

Financial stress is a part of life for most people. According to a 2019 national survey, about 60% of adults report that money is a significant source of personal stress.

Recently, many of us may have been experiencing more financial stress than normal, as we adjust to changing work schedules and business closings. Although financial stress may be unavoidable for most, we can control how we address it.

Consider the following suggestions to manage your financial stress.

Identify the Source
Start by identifying the top two or three financial problems that you face. These could be having too much debt, having trouble saving money, or overspending. Limit the list to two or three problems so that you do not become overwhelmed.
