Higdon sponsors bill to decriminalize possession of marijuana By Randy Patrick, The Kentucky Standard A proposal to decriminalize small amounts of marijuana has been introduced in the Kentucky Senate. SB 82, sponsored by state Sen. Jimmy Higdon, R-Lebanon, would treat possession of a "personal use quantity" like a minor traffic violation. Federal shutdown brings chaos to legal fight over KY Medicaid By John Cheves, Lexington Herald-Leader Attorneys for the federal government have asked to postpone a lawsuit that could decide the fate of Kentucky's $9.7 billion-a-year Medicaid program and the tougher eligibility rules that Gov. Matt Bevin seeks to impose, because the partial government shutdown cut off their salaries nearly a month ago. However, U.S. District Judge James Boasberg in Washington indicated Thursday that he's inclined to only grant one-week delays in briefing deadlines in the case, to give the unpaid lawyers some breathing room, unless the state of Kentucky is willing to postpone changes to Medicaid that are scheduled to begin April 1. CU discussion: The conservative case against capital punishment Hannah Cox, the National Manager of Conservatives Concerned About the Death Penalty, will be the main speaker during a QEP Forum at Campbellsville University. "I am one of an increasing number of conservative Christians who have changed our views on the death penalty because we want to be consistent in our ethic of life - that life is precious from its beginning to its natural end," Cox said. "We also have come to realize that the lives of many innocent people have been put at risk by the death penalty." Paintsville students are raising and releasing rainbow trout By Valarie Honeycutt Spears, Lexington Herald-Leader Paintsville High School students in science teacher Hans Doderer's class began the rarest of projects this week-- raising trout and releasing them into Kentucky waterways. This is the fourth year Doderer's students have participated in the project and "Our kids have learned how hard it is to mimic Mother Nature," Doderer said. So far, students have raised three different species: rainbow, brown and brook trout, said Bryan Auxier, Innovation Coordinator for Paintsville Independent Schools. 10-year-old Isaih Boren found safe By Thomas Novelly, Louisville Courier Journal A 10-year-old boy with Autism was found Tuesday after an AMBER ALERT reported he had gone missing from his Cadiz, Kentucky home. The missing boy, identified as Isaih Boren, left with a man named Isaac Ray Chamberlin. He never returned, according to the AMBER Alert. Borne was found later on Tuesday afternoon. ACES Camp Safari to resume February 5, 2019 The Adair County Elementary School Camp SAFARI after-school program will resume services in February. Camp SAFARI will offer after school activities each Tuesday and Thursday, from 3pmCT until 4:30pmCT, beginning February 5th and continuing each Tuesday and Thursday through April 30th. KSP Unveils New Mobile Drug Education Trailer By Sgt. Josh Lawson Frankfort, KY - The Kentucky State Police have introduced a new mobile substance abuse education exhibit designed to help inform the public about the devastating effects of substance abuse. The 30-foot trailer features 14 flat screen monitors and one touch-screen monitor that present video messages about meth, heroin, marijuana, alcohol and tobacco. The videos include actual meth users who tell their real-life stories illustrated by before-and-after images that show the dramatic visual progression of their drug abuse. The exhibit also makes use of two showcase displays to highlight examples of a variety of drug paraphernalia and meth-related items. KDA approves 42k acres of hemp for planting in 2019 Growth in Acres Reflects Excitement Amid Farm Bill Passage By Sean Southard Frankfort, KY - Agriculture Commissioner Ryan Quarles has announced the Kentucky Department of Agriculture (KDA) approved 1,035 applications to cultivate up to 42,086 acres of industrial hemp in 2019. The KDA also approved 2.9 million square feet of greenhouse space for hemp cultivation. "The numbers tell you what you need to know about the excitement about hemp in Kentucky," Agriculture Commissioner Ryan Quarles said. "The growth in the number of approved acres from 16,000 last year to 42,000 this year shows that Kentucky is rapidly becoming the epicenter of the hemp industry in the United States. With the passage of the 2018 Farm Bill, we believe Kentucky is ready to lead as the nation begins the process of transitioning to commercialization of a crop that connects our past to our future." Is The Traveling Bandit bank robber from Kentucky? By Karla Ward, Lexington Herald-Leader The FBI says "The Traveling Bandit" has robbed banks as far west as Utah and as far south as Florida over the past several weeks, but he is thought be drive a vehicle registered in Kentucky. The agency is asking for the public's help in identifying the serial bank robber, who has held up at least seven banks in six states since Dec. 28, according to a statement from the Louisville FBI office. Kentucky DOR launches new tax filing form New Form K-5 streamlines report of withholding tax statements By Glenn Waldrop Frankfort, KY - The Kentucky Department of Revenue (DOR) has a new streamlined process that replaces the mailing of paper Forms W-2, W-2G, and 1099s. Employers will now need to submit these forms on the new Form K-5, Kentucky Employer's Report of Withholding Tax Statements. Paper copies of Forms W-2, W-2G, and 1099 received by DOR will not be processed and will not be considered filed. Employers and payers who issue Kentucky withholding statements W-2, W-2G, or 1099 must report the information to DOR on or before January 31 of the following year. No extensions will be granted.
