Harold McKinney to retire as Boyle Judge Executive

By Gary Lane

Adair County native Harold McKinney is retiring as Judge Executive in Boyle County as of December 31, 2018. Following his last fiscal court meeting, a reception was held to honor the judge and the retiring magistrates.

The magistrates presented an oversized gavel to Judge McKinney as a token of their appreciation for his leadership for the last eleven years. The gavel had their names engraved on a gold plate along with best wishes to the Judge in his retirement.

Interestingly, Judge McKinney gaveled his first fiscal court meeting eleven years ago with a small gavel his father, Eugene McKinney, made of wood from the old Adair County courthouse. He gaveled his last meeting to order with the same gavel.

Carol Perkins: Life lessons from the Christmas Cruise

Previous Carol Perkins column: Christmas in the 1950's, part II

By Carol Perkins

The Christmas Cruise is what we call it. For our fifty-first anniversary, we sailed from LA on a 15-day cruise to the Hawaiian Islands. Imagine nine of them on the ocean with no land in sight? It was heavenly! The average age was 70 (maybe older), and the fact that I limped on my bad knee made me look like a spring chicken compared to most! Guy called this the Tim Conway Cruise. Over half were either using canes, walkers, scooters or wheelchairs; a fourth limping.

We began planning this trip back in the spring.

Governor delivers remarks at White House

Washington, D.C. - Gov. Matt Bevin on Friday joined President Donald J. Trump and a wide array of elected officials and criminal justice reform advocates at the White House for the signing of the historic First Step Act.

"From the perspective of a governor of a state where this issue touches people at the ground level, this is significant," said Gov. Bevin. "Criminal justice reform transcends partisanship. The reason this has not historically been addressed is that you don't win political points by doing this, but it's the right thing to do. We have taken individuals who had been relegated to second- and third-class citizenship in America, and have now given them -- along with their families and communities -- the opportunity to believe that there is hope."

C-SPAN has coverage of Bevin's remarks.

According to Wikipedia, the First Step Act will, among other things, "allow for employees to store their firearms securely at federal prisons, restrict the use of restraints on pregnant women, expand compassionate release for terminally ill patients, place prisoners closer to family in some cases, authorize new markets for Federal Prison Industries, mandate de-escalation training for correctional officers and employees, and make improvements to feminine hygiene in prison. "
