CU students experience mission work over spring break

From Central America a child had just receive a book: Dr. Sharon Hundley remembers a scene with a 14 year old orphan who had just received the gift of a book: "He was crying. He came up to me and said 'Thank you. I love to read. This is the best gift. I have a friend here in the orphanage that also loves to read. We are going to be so happy. We will share these books.' He went to each of the CU participants and hugged and thanked them for bringing him books."

Former KY State Representative receives fine, probated sentence

Attorney General Jack Conway today announced the plea of guilty and sentencing of former Kentucky State Representative Forrest "Ben" Waide, of Madisonville, KY, for violations of Kentucky campaign finance laws.

This morning, in Franklin Circuit Court, Waide pleaded guilty to Attempting to Accept Illegal Campaign Contributions and Attempted Unlawful Campaign Expenditures. Waide received a 12 month jail sentence, which will be probated and supervised for two years. Waide, who served as a state representative from 2010 to 2014, has agreed to pay restitution to Liberty Rehabilitation and others in the amount of $7,754.12. After being indicted, Waide reimbursed Liberty Rehabilitation $7,566.24 bringing the total restitution amount to $15,320.36.

Hugh (Ricky) Akin, Adair Co., KY native (1950-2015)

He was a native of Chance, KY, and a resident of Russell Springs, KY, at the time of his death in Somerset, KY. He was a member of a large, highly regarded family. He was the son of the late Oris Guy and Dortha Mae Stotts Akin. His wife, Sandra Bridgwater Akin, survives. He leaves five direct, and three step living descendants. He was a member of Calvary Temple, Garlin, KY. For many years he was owner of Akin Concrete Construction Company.

CAMPBELLSVILLE, KY - On Wednesday April 7, 2015 at approximately 16:20pm, Trooper Jeremy Baker served an indictment warrant on 27 year old Thomas Williams of Russell Springs, KY.

Williams turned himself in at the Taylor County Jail and was charged with three counts of Sexual Abuse in the 1st Degree.

Prayers on radio for Park & Pray by Jim Leib, Rev. Terry White

Jim Lieb will lead the prayer on the 92.7, The WAVE, and Rev Terry White will lead prayer on 93.5 WAIN. Prayer will be initiated at 5pmCT, on both radio stations simultaneously.

Participants are encouraged to be in place parked along the Bypass before 5pmCT, if possible. There has been a great deal in interest about the event. The Adair County Sheriff's Office and the Columbia Police Department will be on hand to help make sure that those in attendance are safe. The Lord promised Moses, "I will give you every place where you set your foot."

Please use extreme caution driving along bypass and re-entering traffic lanes!

That's Ralph Roy's beautiful navy blue four-door Valiant - I think from Feese Motors, by the front porch.

This is in a later, less shady era, after Jamestown Street was widened and a Great Pin Oak landmark was sacrificed. The house barely seen on the right was, for a long time, Columbia's Gracie Manor, the residence of Columbia Mayor Ralph Willis, during whose term natural gas came to Columbia.

The browned areas on the lawn are Polaroid photo aging problems. The lawn is in one of it's better states - or worse, depending on how you look at it. During most of my years there there was a well traveled grassless circle around the house, where kids from all over Jamestown Hill rode wagons and trikes and scooters and bicycles round and round.

Ed Pipalski: Constitutional challenge to new City tax law

CM presents a contrary point of view: So far, Mayor Hardwick's proposed change in property taxes seems like the best hope for a turnaround in the fortunes of downtown Columbia. We don't like the heavy emphasis on lawing on people, and would remind those who do about the oft-ridiculed "Bee Law" - banning bees from inside the city limits because occasionally someone got stung. Anyway, this is Ed Pipalski's position, which raises some very valid points.

Dear Ed,

Could the City Council perhaps be pondering approving an ordinance in violation of the State Constitution and by extension their oath of office?

In my dealings as an investigator and inspector, we measure compliance against a measurable standard. In this case, the standard appears to be the Kentucky Constitution, Section 157. Unless I am mistaken or there has been a sudden surge in population growth of the City of Columbia, the city's population is about 3,000 people and the county about 21,000 people.

Here is the germane excerpt of the constitutional section in reference:
Kentucky Constitution, Section 157: The tax rate of cities, counties, and taxing districts, for other than school purposes, shall not, at any time, exceed the following rates upon the value of the taxable property therein:

- for all cities having less than ten thousand, seventy-five cents on the hundred dollars;

- and for counties and taxing districts, fifty cents on the hundred dollars.
Of course, Reagan had it right when he said:
"Government's view of the economy could be summed up in a few short phrases: If it moves, tax it. If it keeps moving, regulate it. And if it stops moving, subsidize it."
Surely another "work around" will be devised, but without the power associated with a tax lien for abandoned properties. --Ed Pipalski

FRANKFORT, Ky. – Many of us who remember the March 1997 floods in Kentucky recently had uncomfortable pangs of foreboding as storm systems dropped heavy amounts of rain freight-trained across the state.

It looked like another 1997 for a day or so. Small, normally docile neighborhood creeks suddenly filled basements, eroded roadways and carried away belongings. Lexington set an April record for rainfall over the span of one day.

"The biggest problem from all of this rain is not only is the flow too high to fish, but it will take awhile for the clarity to come back," said David Baker, stream biologist for the Kentucky Department of Fish and Wildlife Resources. "Temperatures are in the mid-to high 50s on some streams, so it will soon be a good time for fishing. We just need a little more time."
