RRW: Could God all mighty hisself get industry here? Personal opinion, commentary, by the editor of It's Just for a Smile News By Ralph Roy Waggener A hospital, a new state of the art water treatment facility and even an industrial site to locate on has been built in the name of getting industrial jobs in Adair County. If the powers that be really wanted to get industrial jobs here it could have been done without spending like we have on these three projects, now that we have done these projects in the name of locating industries to Columbia and Adair County. What pray tell, will we need next to accomplish getting jobs here? Hats off to great work of CV Christian Church and Mary's House Makes him proud to call Adair HOME, Dave Rosenbaum says By Dave Rosenbaum Since CM is my home page, I get the latest Adair County info first thing every day. Often I read of a crash on the bypass, or an arrest for drugs, or a crime or a dust-up over a hospital tax, or .... Lately, however, all the above has been overshadowed by your coverage of Mary's House. The fine folks at Cane Valley Christian Church saw a need, got together and determined to do something. Hats off to those Cane Valley CC people and the folks of Adair. This great work is going to get done. Just makes me proud to still call Adair HOME! Adair County School board has short July 2012 regular meeting Board gets good news on opening day readiness, and new school construction. Parents requests for children to stay at ACES granted. 2012-13 Substitute Teacher Manual, by Adair County Supervisor of Instruction Phyllis Curry, singled out for special praise By Ed Waggener The Adair County School District Campus has been undergoing an intense cleanup in readiness for the August 8, 2012, school start, Superintendent Allen Reed reported at last night's brief, 16-minute regular session. The clean-up came with a bit of extra prodding of the new superintendent, an admitted neatnik who insists on strict maintenance. The work, while mostly cosmetic in nature, has resulted in a noticeable improvement to the campus. Lawn and fence edges have been trimmed, a lot of trim and doorwork has been painted, and the blacktop has been patched - as much as can be done given the extreme budget constraints this year, he said. Hospital board votes 4-0 to impose tax Pending possibility of recall, the tax has been imposed By Ed Waggener The Adair County Hospital Board, sitting as the Adair County Hospital District Corporation, has just voted 4-0 to impose a 3.7 cents per each $100 of assessed property value. The funds are to pay current financial liabilities of the hospital District and Westlake Regional Hospital. All four board members, Chairman Jim Evans, and members Russell Guy Perkins, Josh Harden, and Bruce White were present and voted in the affirmative, at the 12pm noon CT, Friday, July 20, 2012 meeting. According to Adair County Judge Ann Melton, whether or not the tax is recallable will depend on a court ruling. The court and the district have agreed that an Attorney General's opinion would be useful, but, Judge Melton said, that will not be binding. In her opinion, the courts would decide whether the tax is recallable. She said that this could be the end of the matter, though citizens can form a legally constituted group, circulate a petition, and get the matter to a vote - if it is determined that the tax is in fact, recallable. According to Judge Melton, it is her understanding that a 45 day clock started with the District's vote today. If nothing is done, the tax is a done deal. Should anyone wish to initiate a recall, complete information can be obtained from the office of Adair County Clerk Sheila Blair, Adair Annex, 424 Public Square, Columbia, KY. Too much emotionalism, politics in hospital situation, writer says A citizen's own personal opinion: ... it appears that this mess is long standing and involves little thought given to the management and financial expertise when considering appointments to the Hospital Board, complete lack of accountability on the part of the Board in overseeing the management of the hospital, a complete lack of oversight of the Board from the Fiscal Court including the various County Executives over the years. - JON HALSEY By Jon Halsey I did not attend yesterday's meeting as I was pre-indisposed (Which is to say that given my strong feelings on this issue, my wife threatened to indispose me if I attended) however, my wife and daughter were in attendance. There is so much emotionalism and politics at play from every corner, including the general population, that I have little hope for an intelligent, fiscally sound, community "best interest" solution to be reached. Carefully orchestrated Westlake maneuver may have backfired Hospital "Hearing" meeting serves as Reality Check. Probing, major, relevant questions are asked with some answers, some answers yet to be learned. Hospital Board proceeding with controversial, hurried vote today, despite request for Kentucky Attorney General's opinion, despite possibility of a lack of a quorum today, should any members with close ties to lending banks choose to recuse themselves because of possible conflicts or should there be changes in board number for any other reason. This morning, looking back at the meeting: while a few questions are yet to be asked, and some which were answered are covered in this article, many huge questions remain. Update Friday, July 20, 2012, at 6:58amCT: CJE Ann Melton has confirmed the resignation of Hospital Board Member John Nall and that his resignation has been accepted. Adair County Hospital Board of Trustees now active are: Chairman Jim Evans (Phone:) and Members Josh Harden (Phone:), Bruce White (Phone:) , and Russell Guy Perkins (Phone:). Westlake's number is 270-384-4753. By Ed Waggener There was little doubt yesterday, at the Adair County Hospital Board's "public hearing" that the hearing at 9amCT, at Trinity United Methodist Church's Fellowship Hall, that was staged to be at a time when, predictably, few could or would attend. The staging appears to have backfired, and may have actually provided a much-needed reality check for all concerned, before the biggest challenge in the history of Adair County heads off on a irreversible course. Most notable was the keynote outrage of Seventh District Magistrate Billy Rowe, who spoke first at the meeting, saying, "This is ridiculous!" and looking around the mostly empty hall, said, "Look how many people are here." The count at the time, including hospital/Spectrum representatives, was around 40 people, a tiny fraction of the turnout which could have been expected had the timing been better.
