Columbia City Council September meeting - Report By Mitzi McKinley Bault for Ed Waggener The regular monthly meeting of the Columbia City Council was held Monday, October 1, 2018 At 6pmCT In City Hall with all members present. In the open citizens comments time at the start of the meeting, Roy Rademacher appeared before the council to complement the flags that flew downtown through Labor Day. He asked if they might be left up a little longer, through 9-11, since that is such an important day in our country's history. All council members were in agreement with his request, a motion was made and passed unanimously to leave the flags up for the Labor Day season to remain through September 11 each year. Minutes were approved without change for the four special called meetings in the month of September. Jacob Beckley, Lindsey Wilson College Student Government Association (SGA) President, appeared before the Council to ask for a crosswalk between the campus and residential area on Young Street for student safety. He said it has come up in years past and remains a top priority for students having to cross the busy connector from Fairground Street to Jamestown Street in the City of Columbia. Beckley said he knew Young Street is a state road and therefore a crosswalk has to come from Columbia's district of the state, however, he appealed for help in getting connected with the right people. Mayor Hardwick invited him to come back to City Hall during business hours for a conference call so that a meeting on this subject can be held by phone. An appointment time for the conference call was being scheduled as the meeting closed. A motion to accept the bid for the new Jim Blair Center Floor (City's half) passed. This issue has been in the works for several months and now has both the county, for their half, and the city, together in the commitment. A motion passed to allow City Gas Superintendent Ron Cook to advertise for bids to build a new gas line from Old Burkesville Loop to New Columbia as a means of assuring gas to New Columbia businesses now being served only by the Lampton Lane line. A motion passed approving the Title VI City of Columbia Program Plan - as explained by City Attorney Dustin Warren, to have official non-discrimination policy documentation in writing in City Hall. Mayor's Announcements: - Approval granted for his proposed appointment of Jamie Hadley to replace Mitzi Bault on the Adair County Parks & Recreation Board - Concensus was gained for his request to research grants brought to his attention by the Farmers Market on the Square with a request for a possibile roof over the parking lot the City provides FM2 now on the corner of Merchant and Campbellsville Streets. Council Comments: Craig Dean - reminded everyone to be sure and attend Columbia's annual Downtown Days celebration coming up on October 12 and 13, 2018. Dr. Ronald Rogers - said he was proud of the decision made in support of Roy Rademacher's request to keep the flags flying longer. Pam Hoots - asked for updates on the School Resource Officer goal to have one at each of the four Adair County public schools. The Adair County Fiscal Court has voted to add one officer who will join the two present officers paid for from the City budget. Craig Lasley - asked about the talent who will appear in Downtown Days and added to the reminder for everyone to support the celebration. Mark Harris - echoed the reminder for support of Downtown Days. Linda Waggener - offered her sincere gratitude to everyone for the outpouring of love and prayers through the sickness and death of her husband Ed Waggener. She introduced their niece Mitzi Bault who attended in his absence to take photos and notes for her Uncle.
