The Columbia Police Department issued the bulletin simply as an alert to a concerned citizenry that a volunteer citizen surge is needed to meet what appears to be a temporary challenge.

Think John F. Kennedy - ask not what your city can do for you, ask what you can do for your city. Don't want to be a scold, but please, spending more government money should be a last, not a first response. - EW
