(Thursday, January 24, 2013. 1:18amCT) - I would like to state driving on Kentucky Highways is a privilege and not a right. Established by the Kentucky Department of Transportation are guidelines for safe driving and many of those rules are enforceable by Kentucky Law and can be a simple citation, misdemeanor or felony arrest, depending on the situation if an infarction is observed by law enforcement. There are no provisions of how to negotiate texts or phone calls while driving, how to drive and manipulate distractions or how to avoid provisions for safe driving or alternative measures that are counterproductive to the driving manual. Sure, there are so many things we could do to prevent traffic collisions such as installation of traffic lights, speed limits and targeting the "other" driver, since "they" are the one responsible and should be reprimanded. However, if you look at the manual, there are answers to most every problem we are faced with and the main neglect is failing to maintain control of your vehicle. An alert, non-distracted driver will stop at stop signs and lights, will drive the speed limit, will be observant to changes in road conditions and will be more prepared when sudden decisions and actions are required. There may be places that need additional signage or improved design, but most situations can be overcome by turning off unessential items such as cell phones and pay attention to driving.
