Westake gets $400,000 loan. Court goes note

Adair Fiscal Court meeting (2011-09-13) Item: Critically needed funds are in the Westlake bank account! Paperwork is done Wednesday morning. Court approves using county borrowing power to borrow $400,00 for hospital operating money

A 90 day $400,000 operating loan for Westlake Regional Hospital is a done deal. The money is in the Westlake account following the execution of necessary paperwork this morning at approximately 8:30amCT, when Adair County Judge Executive Ann Melton, Adair County Treasurer Barry Corbin, Westlake Interim CEO Tim Menton, and Adair County Hospital Board Chairman Jim Evans met with United Citizens Bank officials and signed the documents.



The action makes the continued recovery of the institution, now in a turnaround mode, much more certain.It was a big move last night, when the Adair County Fiscal Court unanimously approved using the borrowing power of the County to get a critically need $400,000 operating loan for Westlake Regional Hospital.

The loan will be through the United Citizens Bank of Southern Kentucky of Columbia, at 2.5% and will be repaid within 90 days when the hospital receives an already scheduled $440,000 Medicaid DSH (disproportionate share hospital share, or "dish") payment. Two local banks offered participation, but Judge Ann Melton said that the UCB loan carried the lower rate.

The action followed a brief meeting one hour earlier when the the Adair County Hospital Board of Trustees unanimously approved paperwork to authorize the Chairman Jim Evans, and the Interim CEO, Timothy Menton, to make the formal request to the court and for the officials to sign necessary papers including the promissory note.

Magistrate Sammy Baker told of a farm accident in which the patient got the essential treatment, on time, because of Westlake Regional Hospital's presence.

All seven magistrates, Harold Burton (1), Daryl Flatt (2), Sammy Baker (3), Perry Reeder (4), Billy Dean Coffey (5), Joe Rogers (6), and Billy Rowe (7) voted for the action.

Under the temporary management of Spectrum Health Partners, LLC, Westlake Regional Hospital was going through a critical phase in its turnaround, a time when expenses relative to a big reduction in force took a toll on operating capital and revenues were not being realized.

The organization was going through a double deep trough, with both the initial cost cutting expenses and the seaonally low July-August patient census lows were battering the revenue side of the ledger.

Interim CEO Tim Menton made his first report to the Fiscal Court last night and thanked them for coming to the aid of the institution. He noted that new services are being implemented, new alliances with larger hospitals are being made, and that the doctor recruitment has intensified.

Ken Dornan of Spectrum Health Partners reiterated his earlier statements that the real strength of the hospital is in the excellent staff it has and their dedication. He said that they are people with a real, longterm commitment to their patients and to the hospital. "They think of their patients like they were family," he said.Trustee John Nall thanked the board for their backing.

Interim Westlake CEO Tim Minton, left, and Ken Dornan, of Specturm Healthcare Partners both spoke to the Adair County Fiscal Court after the Court Approved a two step vote to secure a temporary infusion of $400,000 in cash to assist Westlake Regional Hospital with immediate cash needs. Earlier, necessary paperwork had been completed by the Adair County Hospital Board, authorizing Chairman Jim Evans and Treasurer Bradley Irvin to sign paperwork obligating the hospital to commit funds which are scheduled to received within 90 days to repay the fiscal court. The lender will be United Citizens Bank of Southern Kentucky, Columbia, KY, who offered the money at the lowest rate, 2.5%. The actions were taken at a special called meeting of the Adair County Hospital Board, and were finalized at the Adair Fiscal Court Meeting, both on Tuesday evening, September 13, 2011.
