Adair County School Board meeting, July 19, 2011 report


  • Board shows good heart, wisdom; agrees to parents' wishes for 3 transfer waiver cases
  • Board approves action which could see construction on new elementary school by summer of 2012 - if legislature comes through

In one of its finest hours, the Adair County School Board heard, considered and met the requests of three parents requesting waivers for their children to attend the school of their choice.



The action took place in an emotional finale to an otherwise brief regular July 19, 2011 session with all board members present.

The actions included
  • Allowing a kindergartener with special health needs to remain at Adair County Elementary School instead of being transferred to Colonel Wm. Casey. The parents expressed concern over the emotional problems of a transfer as well as physical problems from the extreme heat and temperature changes at the school during the year, situations which exacerbate his health problems. Additionally, the board acted compassionately after hearing of the extraordinary bravery of the precious little boy, who will be undergoing a series of reconstructive surgeries this fall.

  • Allowing another kindergartener who had entered Adair County Elementary School but was facing transfer because a second member of his family, who lived in the south end of Adair County, transferred into the Adair County School system in mid-term from Cumberland County, and was enrolled in Col. Wm. Casey Elementary because ACES had too many students in his grade level to accommodate him. Because of board policy, the younger sibling was being forced to transfer to CWC as well. The board voted 5-0, on a motion by Joe Payne (3), with a second by Rebecca Turner (1), who were joined in the unanimous vote by Board Chair Marsha Walker (2), and members Floyd Burton (4), and Mike Harris (5) to allow the child to remain at ACES.

  • Allowed a child who is attending Colonel Wm. Casey, with some health problems because of the old building, to enter school at CWC, but with the provision that the mother may seek a transfer to Adair County Elementary School should severe allergies, made worse by conditions at Colonel Casey, necessitate the change. The mother had previously asked for a transfer, but because of the child had adjusted to Col. Casey and had many friends there, she told the board she would like to continue there for the child's emotional well being. Superintendent Darrell Treece told the mother that the board will provide special air purification and dehumidification equipment for the classroom used most by the child.
The actions were lauded by those in attendance and have drawn support in the community. One prominent community leader said that he backed the action. "If all the board does is write policy and isn't willing to look at individual situations, then what do we need with a board?" he said.

In the past, Adair County Boards of Education had given cold, seemingly unfeeling responses to pleas from parents. That seemed to dramatically change Tuesday night, owing in no small part to the presence of its two newest members, Joseph Payne and Rebecca Turner.

Board approves sending plans for new elementary school to Frankfort

Many of the problems which constrained transfers will be moot when a new elementary school and new configurations are assigned. The board took another major step toward the building of a replacement facility for Colonel Wm Casey School with approval of a BG-1 form for the construction of a new elementary school to Frankfort. The vote was 5-0 to authorize the administration to submit the form early to be in the best position for special funding to help build the proposed $10,467,547 building.

The form will be finalized with the help of Joe Nance, the board's financial consultant, and Mike Smith, the district's architect; and local school officials. The plan is a broad, preliminary outline, not the finished plan.

The District does not have the financing to complete the project at this time, but hopes that the legislature will approve special funding for the project in time the bids to be advertised in the spring of 2012, and for construction to start in the summer 2012.

Colonel Wm. Casey is a Category 5 - state's worst rating - facility.

Capital funding for the project was increased by actual savings on the construction of Adair County Elementary School. Approximately $700,000 is available from the prior construction fund, at this time, which, by itself, is inadequate to begin the project.

The board does already own the land for the site. The total estimate cost of the project includes $9,187,000 in construction cost, $514,472 in architect/engineer fees, $10,000 for construction manager's fee, $190,200 in bond discount costs, $51,400 for the fiscal agent, $459,000 for contingencies, $44,955 for special tests, and $10,000 other costs.

The application is contingent on these estimated funds available - with special state funding - including School Facilities Construction Funding (SFCC) Cash of $257,547; an SFCC bond sale of $3,000,000.; a local bond sale of $6,510,000.; and the $700,000 from the prior construction fund.

Should the new school be built, all students in the county in the same grade level will be in the same school. The new configuration would be:
  • New Elementary School - Pre and K-1
  • Adair County Elementary School - Grades 2-3-4
  • John Adair Intermediate School -Grades 5-6
  • Adair County Middle School - Grades 7-8
  • Adair County High School -Grades 9-10-11-12
Joe Payne elected to represent local board at KSBA

Board member Joe Payne was elected to be the board's legislative representative for the Kentucky School Board Association. The vote was unanimous on a motion by Marsha Walker, seconded by Floyd Burton.

Superintendent Treece says schools will be ready for opening

Superintendent Darrell Treece reported that the schools will be ready for opening day on Thursday, August 4, 2011. He noted that the new water line to the Greensburg Street side of the campus has been installed and turned on, and that the Columbia/Adair County Utilities District has done an excellent job relandscaping the construction area.

Softball field lights appear to have been storm damaged

Mr. Treece said that light poles at the softball field appear to have been damaged by recent storms, and told the board that claims for approximately $14-15,000 are being submitted to the district's insurance carrier to cover necessary repairs.

Schools are cleaned

Mr. Treece said that the schools have been cleaned in readiness for the 2011 fall start, but some painting does remain.

Treasurer report

The board members received a treasurer's report which showed beginning bank balances for June, district wide, of $3,735,104.23. Total receipts for the month were $2,362,894,47. Total expenses were $4,067,170.91. The ending balance, lowered by special school term start up costs, dipped to $2,003,214.42. Brenda A. Mann, the Assistant Superintendent is the District's Treasurer.

Consent Agenda approved unanimously

The consent agenda, with one item, "Approval to waive fees for use of Adair County Middle School Football Field Retroactive to July 10-14, 2011," withdrawn, was approved unanimously for the following:
  • Approval of minutes
  • Approval of Treasurer's Report
  • Approval of Payment of Bills - Renae Smith
  • Approval to waive fees for use of Adair County Middle School Football Field Retroactive to July 10-14, 2011
  • Approval to declare some visually impaired equipment surplus and negotiate with Russell County to sell them the equipment
  • Approval of School food Service Bids for 2011-2012 School Year
  • Approval of request for waiver of fees at Adair County Elementary School for Jones Chapel Church on August 20, 2011
  • Approval of Special Ed Contracts for 2011-2012
  • Approval of 2011-2012 Employee Manual
  • Approval of Certified Evaluation Plan
  • Approval of Emergency Certification for a Substitute Teacher
  • Approval of Indian Academy Guidelines (Alternative School Program at Adair County high School) Code of Conduct Updates
  • Approval of School-Wide Fundraisers for Adair County Middle School.
  • Acknowledgment of Personnel Action
Lightly attended

The board meeting was lightly attended. All members of the board, Superintendent Darrel Treece, Board Attorney Jeff Hoover, Assistant Superintendent Brenda Mann, representatives of the local media, and those seeking transfer waivers were present.
