Issues of high importance for each citizen of Adair Co.

I attended the Fiscal Court meeting on September 23, 2025. The meeting went smoothly and very professionally. However, a few things were discussed that are of concern for our county. Of course, the jail is always a mention of concern with the amount of money that has to be transferred to fund the Adair Regional Jail.

Magistrate Reeder announced the county can no longer supply toilet paper to the inmates, but must be purchased from the commissary. I think the situation is horrendous if Adair County requires the toilet paper be purchased from an inmates commissary. Some of the inmates do not have anyone to provide commissary money.

Another concern is lack of Substance Abuse Programs for the inmates.


Adair County has a Class D facility that accepts state inmates. This should bring in extra revenue for the County. However, without these programs, the inmates are transferred to a facility that provides these necessary programs. Adair County offers classes to Class D of Anger Management and Moral Recognition Therapy (MRT). These two classes are provided by Adult Education. I have communicated with inmates that reveal they had been incarcerated in other counties that offered as many as 17 and 18 different programs that can reduce their sentences, but were then transferred to Adair with minimal opportunities. I also spoke with Class D employees that revealed Adair County does not have enough money to provide the workbooks necessary for the classes.

I am trying to make people aware of the need for money to sustain our jail system and need for programs in order to have the state inmates. Dr Jason Roop has implemented Trait Based Program and has presented his program nation-wide including Justice Systems, school systems, after-care programs to name only a few. This program is proven to be effective and is a life-time program. The participants have access to meetings and resources for the rest of their lives. Dr. Roop is willing to provide trait-based therapy in the jail at least 2 days a week. The inmates are trained to become Peer Support and enables them to become qualified to become gainfully employed and guide others. This program would not cost the county, but woulld be funded by the Opioid Abatement Money awarded to Adair County.
