CPD: Man arrested for public intoxication and possession

Adair County Headstart reported a suspicious person on Thursday morning, October 19, 2023. A male subject was said to be walking through the parking lot while carrying a stick or cane and behaving oddly.

Contact was made with the individual in a neighboring lot and observed male appeared under the influence. Once the party was placed into custody, he was found to have suspected methamphetamine and syringes on his person.


Richard Bernard, 44, of Columbia, has been charged with public intoxication, possession of drug paraphernalia and possession of methamphetamine. Bernard was additionally served with an active probation violation warrant.

Officer Gary Roy was the arresting Officer. He was assisted on scene by Sgt Drew Conn and Sheriff Josh Brockman.
