Who-Ville is coming to downtown Columbia By Tiffany Collins Columbia is excited to announce that Who-Ville is coming to the downtown area during Christmas. Downtown Columbia will have lights and decorations pertaining to the fictional town that was created by Dr. Seuss in the books "Horton Hears a Who" and "How the Grinch Stole Christmas." "We encourage local businesses to participate," said Mayor Pamela Hoots "by decorating their businesses in conjunction with 'Who-Ville.'"
