Adair Fiscal Court Special Session 27 Jul 2018 - REPORT In the only split vote, 5-2, court approves $1 per hour extra pay for 'bridge workers'. A note: Magistrate Sammy Baker, who championed the bonus, said he has been told that Adair County is the only county in the state which builds it's own county road bridges, a great money saver, he said. Click on headline for complete story with photo(s) By Ed Waggener In an approximately hour long session, Friday morning, the Adair County Fiscal Court completed a number of major items, including giving the workers on the Rollen Coomer Road Bridge Project additional pay, authorizing the county attorney to draft a contract with Chris Bennett as local electrical inspector, approving requests for fund transfers from Treasurer Melinda Quinn, authorizing completion of paperwork on RMA (rubber modified asphalt) grant, gave the go-ahead to advertise for home incarceration project, agreed to require all county road department employees to have CDL, and okayed a negotiated rent increase on a county-owned building. County Judge Executive Mike Stephens presided, with all magistrates, Harold Burton (District 1), Daryl Flatt (2), Sammy Baker (3), Perry Reeder (4), Billy Dean Coffey (5), Greg Caldwell (6), and Terry Hadley (7), present, along with Deputy CJE Andrea Waggener, County Attorney Jennifer Hutchison Corbin, Session Recorder Gale Cowan, Treasurer Melinda Quinn, Adair County Regional Jailer Joey White, and representatives of the media present. In individual action, details are as follows Court approves $1/hour extra pay for bridge work on 5-2 vote The court approved adding $1 per hour to the pay of county employees who are working on the Rollen Coomer Road Bridge project, retroactive to the start of the work. Employees who are working on the bridge and will receive the extra pay are Phillip Cowan, John Denton, Terry Williams, and Stephen Foster. The vote was 5-2, with Magistrates Harold Burton, Sammy Baker, Perry Reeder, Greg Caldwell and Terry Hadley voting for the measure, and Magistrates Billy Dean Coffey and Daryl Flatt opposing. Magistrate Sammy Baker, in supporting the measure, said that he had been told that Adair County is the only County in the state which builds its own bridges, and saves a considerable amount of money in so doing. The skilled workers needed for the projects should be rewarded, he said. Magistrate Daryl Flatt, who voted against the extra pay, said that he was not opposed to it for future bridges, but said that it would not be fair to workers who had not volunteered for the Rollen Coomer Bridge not to have a change to volunteer for the work. Court approves agreement with Chris Bennett as electrical inspector The court approved Chris Bennett as the county electrical inspector on a motion by Daryl Flatt, with a second by Terry Hadley, with a unanimous voice affirmation. The approval stipulated that the inspector bring fees to the county each month, that the fees charged include a 10% charge by Fiscal Court for bookkeeping work - which will not be added to the agreed fee schedule and that any change in fees be approved by the court. Deputy CJE Andrea Waggener said, after the meeting, that the amount of the fees varies by construction activity, but that in the past 18 months, the 10% fees paid the county were approximately $1,600 per year, which would extrapolate to approximately $16,000 per year in total electrical inspection fees paid by Adair Countians. County Attorney Jennifer Hutchison-Corbin will put the details into a contract which would be automatically recurrent, but would give either party the right to terminate the agreement with a 90 day notice. Residents are not required to use the local inspector. The state will send one on request, but most builders and businesses want quicker action than the state can provide. Court approves Treasurer's requests The court approved several actions requested by Adair County Treasurer Melinda Quinn, including:
The court authorized the approval for completing the agreements attendant to a grant of $83,527.50 from the Kentucky Energy and Environment Cabinet grant to the County to use RMA - Rubber Modified Asphalt - for re-surfacing a county road. In this case, for a strip on West Egypt Road, Session Recorder Gale Cowan said after the meeting. On a motion by Magistrate Greg Caldwell, with a second by Terry Hadley, the court approved the measure. RMA utilizes rubber recycle through the Energy and Environmental Cabinet's use tires collected in the used tire disposal programs. Road Department Employees now required to have CDL The court unanimously approved a change to the Administrative Code requiring all full time road department employees to obtain a CDL license at their own expense within 90 days of date or hire or be terminated. Current employees without a valid CDL license will be given six months from the adoption of the administrative code to comply with the requirement to possess a valid CDL License. The first reading was approved unanimously on a voice vote on a motion by Perry Reeder (4), with a second by Terry Hadley. Adair County Regional Jailer to advertise for home incarceration bids The court unanimously approved a recommendation to advertise for bids for the home incarceration program. On a motion by Magistrate Billy Dean Coffey, with a second by Greg Caldwell, the proposal was approved unanimously. New part-time worker hired in the litter abatement program The agenda called for the possible hiring for the litter abatement program and at the Adair Recyling Center. The Court approved the recommendation to hire Michael Reynolds part-time, at $9.50/hour, for the Adair Recycling program on a motion by Perry Reeder (4), with a second by Greg Caldwell (5), with Magistrates Harold Burton (1), Daryl Flatt (2), Sammy Baker (3), Billy Dean Coffey (5) Terry Hadley (7), and CJE Mike Stephens affirming in a voice vote. No action was taken on the agenda item to for a possible hire for the Adair Litter Abatement Program because of necessary pickup truck for the work was not yet available, Deputy CJE Andrea Waggener said after the meeting. New rental agreement with Wilkerson Consulting The court unanimously approved a new lease agreement with Wilkerson Consulting for the county building occupied by Adair Friends & Neighbors Adult Day Care at a higher rate, $700 per month. The proposal was approved unanimously on a motion by Greg Caldwell, and a second by Harold Burton. End of Report for Special Called Meeting, Friday, July 27, 2018.
